Working with country-specific research teams, the contributors compiled detailed case-studies of CRPD implementation in each country in ASEAN. This book presents a detailed overview of the problem, the relevant literature, and the conceptual framework, and then it explores the implementation of the CRPD in each of the ten countries in Southeast Asia. Details include the factors that influenced each country to ratify the CRPD, the focal point structure of implementation, the independent mechanism established to monitor the implementation, and the civil society organizations involved. This book also evaluates the implications of CRPD implementation for human rights and development in ASEAN, including the degree of institutionalized support for persons with disabilities, the development objectives of the CRPD against the strategic objectives of the ASEAN economic community and the broader ASEAN community, and the way these developments compare with those in other countries and regions. Book excerpt: This is a comparative analysis of the micro and macro characteristics of self-help organizations of people with disabilities (SHOPs) in seven selected countries and territories in Asia, namely China Mainland, Hong Kong, Japan, the Philippines, Taiwan, Thailand, and Vietnam. Since the 1980s, SHOPs have prospered in this region and were given a major role in the United Nations' forum and the International Year of Disabled Persons in 1981. The analysis shows the differences among the SHOPs in terms of the complexity of their structure, government's affirmative policy, legislation, and leadership qualities. These differences are due to the complex interplay among factors at local, national, and international levels. SHOPs in this region present a rather homogenous perception in their organization, leadership, social inclusion, and globalization, despite the marked differences in their societies. SHOPs tends to be domocratic and consensual in nature, and led by elected members with assistance from paid professional and clerical support. The self-help organizations are positively regarded in these countries.

Our central tenet is that the behavior of blind people is not a product of the physical condition of blindness or the amount of residual vision a blind person has. Rather, the behavior of blind people in our society is governed by socialization. Blindness is a social problem arising from erroneous, socially constructed negative beliefs about the capacities of blind people involuntarily assimilated from the broader society by the blind. People learn to live independently or they learn to be dependent. The reactions of parents, teachers, peers, the health professionals, rehabilitation counselors and the general public have defined the choices available to blind people. This is the case in every culture and society around the world. Differences result from different cultural values, levels of economic development, and historical traditions.
