Book excerpt: Political parties in post-communist countries have very high levels of electoral volatility. In these environments, political factions fail to establish long-term connections with the electorate and thus regularly rise and fall from the political arena. This book provides an organizational explanation for the variations in party-level electoral volatility. It looks comparatively at 29 political parties in six Central and Eastern European democracies between 1990 and 2008 to examine how political parties can influence their electoral environment. Using empirical evidence, Gherghina tests the effect of candidate selection procedures, membership organizations, and re-nomination of incumbent MPs on voters’ loyalty, and in doing so, demonstrates how party organization greatly affects electoral stability. Including case studies from Bulgaria, Czech Republic, Hungary, Poland, Romania, and Slovakia this book will be of interest to students and scholars of comparative politics, party politics, democratization, elections, and Central and Eastern European politics.

In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the "wrong" way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? When do they rely on the worst forms of clientelism that involve threatening voters and manipulating public benefits? Conditionality and Coercion: Electoral Clientelism in Eastern Europe uses a mixed method approach to understand how illegal forms of campaigning including vote buying and electoral coercion persist in two democratic countries in the European Union. It argues that we must disaggregate clientelistic strategies based on whether they use public or private resources, and whether they involve positive promises or negative threats and coercion. We document that the type of clientelistic strategies that candidates and brokers use varies systematically across localities based on their underlying social coalitions. We also show that voters assess and sanction different forms of clientelism in different ways. Voters glean information about politicians' personal characteristics and their policy preferences from the clientelistic strategies these candidates deploy. Most voters judge candidates who use clientelism harshly. So how does clientelism, including its most odious coercive forms, persist in democratic systems? This book suggests that politicians can get away with clientelism by using forms of it that are in line with the policy preferences of constituencies whose votes they need. Clientelistic and programmatic strategies are not as distinct as previous have argued. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Volumes concentrate on the comparative study of the democratization process that accompanied the decline and termination of the cold war. But despite this high discursive influence, the electoral fortune of radical right parties in the region is much less stable. It has been suggested that this may be due to the fact that mainstream competitors increasingly co-opt issues which are fundamental for the radical right. However, the extent to which such tactics play a role in radical right electoral success and failure is still a subject for debate. This book is the first to provide a systematic theoretical framework and in-depth empirical research on the interaction between discursive influence, party competition and the electoral fortune of radical right parties in Central and Eastern Europe. It argues that in order to fully explain the impact of mainstream party strategies in this regard, it is vital to widen the analysis beyond competition over issues themselves, and towards their various legitimizing narratives and frame ownership. Up-to-date debates over policies of collective identity (minority, morality and nationalizing politics) in Hungary, Poland, and Slovakia serve as best cases to observe these under-researched phenomena. The analytical model is evaluated comparatively using original, primary data combined with election studies and expert surveys. Book excerpt: In the years immediately succeeding the fall of communism, the road towards democratization in many Central Eastern European countries was met with a joint effort of economic transition and democratic consolidation. The economic volatility associated with structural economic reform coincided with high rates of electoral volatility. Despite the stabilization of national economies and the aging of these newer democracies, electoral volatility in Central Eastern Europe has persisted. This paper seeks to identify which factors help lead to these sustained rates of high electoral volatility over time and to determine whether or not these trends will persist. This paper contends that high rates of retrospective economic voting primarily contribute to electoral volatility, but anticipate that these trends will diminish over time as new sociocultural cleavages will become politicized. Ten countries across Central Eastern Europe were studied between the years of 1989 and 2014 to assess the impacts that GDP growth rates, national unemployment rates, and inflation have on the changes in incumbent vote share from election to election. The results indicate that retrospective economic voting occurs within Central Eastern European democracies, the relationship of retrospective economic voting has strengthened over time, and that the communist legacies of unemployment-phobia have weakened.
