Policies that redistribute income and allocate resources through government fiat have weakended Canada's ability to transform its manufacturing sector to meet the new competititve challenges. D'Cruz and Fleck compare the performance of seventy-one Canadian industries from 1967 to 1981 with industries in Japan, the United States, Britain and France. To enhance the competitiveness of Canadian manufacturing, the authors propose a differential industrial strategy, one that emphasizes growth and development. Government, they say, must play a "hands-off" role in Canada's market economy, limiting itself to establishing the rules of the game. The authors recommend, in addition, macro-economic policies that would reduce the federal deficit, restrain wages for public servants, preserve low differentials between Canadian and American interest rates, and maintain the Canadian dollar at 70 cents U.S.

Forming Economic Policy explores these and other questions in Canada and Mexico, two very different countries which share a common vulnerability to the world economy. Using the case of energy, the book argues that policymakers will address the national interest, but only episodically with the onset of major national crises that invoke a higher and sustained sense of national priorities. These crises are frequently induced by the interaction of domestic and foreign political and economic forces. The conclusions are surprising. Despite profound political and economic differences between these two countries, policymakers have behaved in remarkably similar ways when arriving at key policy decisions. The explanation – which integrates two competing views of politics, the pluralist and the statist – has important implications with regard to the political processes in those states which, like Canada and Mexico, are exposed to the world economy and face problems of political legitimacy at home. Though costs currently outweigh benefits, the oil and natural gas finds in the Beaufort Sea and the Canadian Arctic islands, as well as the possibility of higher energy prices in the 1990s, have made a gradual increase in the volume and duration of navigation in and about the Passage seem likely. While many of the technological obstacles to regular surface shipping have been overcome, new obstacles, largely political, are rapidly becoming apparent. These problems are thoroughly discussed, as are the international legal aspects of Canadian Arctic waters policy, environmental and socio?economic implications of Arctic marine transportation, and the issue of subsurface activities. In his concluding essay the editor, Franklyn Griffiths, suggests that if Canadians are to become true keepers of the Passage they will need a better understanding of their Arctic marine spaces and a new appreciation of themselves as a northern people.
