Book excerpt: This book develops a socio-economic paradigm of the future in the context of digital transformation. The challenge of economic openness is considered through the globalization of the world economic system by the example of modern Russia. The tendency of archaization of socio-economic relations is explored which is connected with the gradual disappearance of ineffective institutes and their replacement by new institutes. Attention is paid to the regional aspect of the digital economy – perspectives of development of the ethno-economy in the context of integration of regional economic systems are determined. The problem of preserving social identity and supporting the uniqueness of competitive advantages of the region’s economy in the conditions of digitization is actualized, and its perspective solutions based on a region’s globalization management are offered. Also, the problem of national and regional food security is considered. Increased social significance of the agro-industrial complex and the necessity for its de-economization on the platform of the digital economy are substantiated. A new concept of the market economy in the conditions of digitization and the Fourth industrial revolution is developed; economic power of technological progress and possibilities of managing and re-directing this power are determined. The authors substantiate the transition to the Sixth technological mode and the related transformation processes in the economy. Also, the authors dwell on the problem of the shadow economy and corruption and consider the perspectives of its overcoming based on the possibilities of digital technologies. The idea of de-regulation based on the possibilities of automatization and AI is opposed to the idea of increase of state regulation based on ubiquitous computing and digital monitoring of economic activities. The perspectives of increasing the economy’s transparency in the digital age are proved. The alternatives to the current model of development of the digital economy are given, and scenario analysis of consequences of observing these models based on the cognitive approach is performed. New opportunities for development of the integration processes in entrepreneurship in the conditions of the digital economy are shown – in particular, in the aspect of inter-regional and transnational sectorial clustering. Clusters are considered as growth points of the Russian economy, and the new Russian experience of formation and development of clusters in the sphere of higher education in the context of region’s economy is studied. The authors determine the contribution of key technological events in the development of entrepreneurship through the example of modern Russia. They come to the conclusion that despite the unique possibilities digital technologies do not necessarily create additional value for entrepreneurship, and their application could be ineffective due to additional capital expenditures in case of complexity of return of long-term venture investments. The needs of entrepreneurship for innovative infrastructural provision in the context of the digital economy are determined, and barriers on the path of its creation and practical application due to necessity for applying new forms of business organization are shown. Specific features of state management of a region’s economy in the conditions of digital modernization are shown, and the modern Russian practice of e-government as a response to the modern challenges is studied. The authors outline new perspectives of development of public-private partnership as an effective direction of industrial and cluster policy of a modern region.

The authors present a concept of the banking system of the future in the conditions of macro-economic instability, which stimulates financial crisis management of the national economy, and determine the role of banks in aggregation and redistribution of monetary resources in economy in the context of digital transformations. Also, attention is paid to social consequences of digital modernization of the financial system – transformation of human’s social life in the age of innovative banking is shown. Effectiveness of online banking, as a new form of payments that is popular in the digital economy, is analyzed. The authors formulate competencies that employees of banks of the future, which will function in the digital economy, should have and study the perspectives of digitization of the practice of tax administration based on technological processing and analytics of Big Data by the example of experience of modern Russia, as well as related transformation processes in the existing practice of the tax system organization. A concept of organization and management of the national tax system in the conditions of robotization of production and consumption is developed, and the role of blockchain technologies in improvement of the modern Russian tax system is determined. The investment platform for the modern digital economy is offered. As a result, the scientific paradigm of formation of the digital financial system in the conditions of Industry 4.0 is formed.

It then turns to the principles that ought to guide us in developing such a core, and finally, suggests several specific elements for such a discipline. While my discussion benefits from a document formulated when SASE, a society founded to advance socio-economics, was first founded, all that follows reflected my current views as to on what is to be done and to feed into a dialogue on this subject. Clearly, the only way such a core can be developed is through an extended and extensive dialogue among those of us who are concerned about the future of socio-economics as an academic discipline, as a basis for public policy, and as a source for our fellow persons to better understand and guide the social and economic world in which we all live.

The authors determine the problems, substantiate the perspectives, and offer recommendations for determining the role of human in modern digital society. The scientific concept "homo digital" is developed, and the essence of its formation in the process of evolution of "homo economicus" is studied. The transition from the post-industrial to the information society is also considered. The authors show that in the context of the digital economy the problem of economization (commercialization) of non-economic (non-profit) spheres and types of economic activity become more urgent; they are analyzed through the prism of the theory of time in economics. Based on this, the increase of the influence of the consumer society on the modern social environment is shown. The key role of human capital in formation of a new quality of economic growth in the digital economic environment is substantiated, and transformation processes in the structure and practice of application of human capital are analyzed. The idea of social justice is reconsidered through the prism of digital society as a social environment with equal opportunities but different competences and motives. Attention is paid to the modern Russian practice of influence of the digital economy on society on the whole and each human. Scientific and methodological recommendations for indicative evaluation of quality of economic growth in the conditions of digitization of Russia’s economic system are offered, and the specifics of the problem of socio-economic differentiation of the Russian population in the conditions of technological progress are shown. Based on this, it is proved that the digital economy has a contradictory influence on society, increasing the accessibility of goods and services, in particular hi-tech ones, but also causing an urgent need for adapting to the new economic conditions. This adaptation is largely determined by capabilities of people, flexibility of their thinking, and ability for learning and development. Thus, instead of the expected provision of balance of society, its disproportions could grow in practice. Also, specific features of regional migration in modern Russia in the context of digitization are determined. The role of emotional intellect in formation of the critical thinking of a company’s employees is outlined. Due to this, it is shown that so called "human factor", which is traditionally treated as a source of economic risks and costs, acquires a new role in the conditions of the digital economy – a source of value creation and reduction of risks of technological progress, due to justified opposition to unfavorable changes. Informal labor relations based on digital communications, as the highest form of evolution of these relations that is achieved in the conditions of Industry 4.0, is considered. The central role of higher education in the process of social adaptation to the conditions of Industry 4.0 is outlined. The economic and legal issues of the digital economy are considered – in particular, the issue of democracy in the digital society in the conditions of e-government.

Economics is taken to be part of those sciences which deal with actual problems of society by providing insights, improving our understanding and suggesting solutions. I am aware that the way problems are addressed here has little in common with economics as it is generally understood today; most economists make strong efforts to imitate the exact sciences. Economics tends to become a branch of applied mathematics; the majority of all publications in professional journals and books are full of axioms, lemmas and proofs, and they are much concerned with purely formal deductions. Often, when the results are translated into verbal language, or when they are applied empirically, disappointingly little of interest remains. The book wants to show that another type of economics exists which is surprisingly little known. This type of economics has its own particular point of view. It centres on a concept of man, or a model of human behaviour, which differs from those normally used in other social sciences such as sociology, political science, law, or psychology. I do not, however, claim that economics is the only legitimate social science. Thirdly, there’s an urgent need for faster innovation, which leads to the formation of more innovative economies. The global financial crisis drew attention to the problems of managing sustainability and achieving balance in socio-economic development. The formation and exponential growth of the information society, based on digital technologies, is now stimulating the growth and significance of corporate social and environmental responsibility as a prerequisite for entrepreneurial success. Thus, the paradigm of socio-economic development is changing from absolute rationality (economic effectiveness) and stability – which has historically been associated with problems of stagnation – to responsibility (limited and socially-oriented rationality) and dynamism (quick innovative development based on leading technologies).
