However, despite the efforts in expanding coverage of the social protection system, the pace of poverty reduction in Indonesia has slowed significantly in recent years, while both chronic poverty and vulnerability have persisted. Moreover, income inequality is on the rise, while access to opportunities remain unequal. This report reassesses the strengths and weaknesses of Indonesia's main social assistance programs, and proposes feasible reform options, both program-by-program and for the social assistance system as a whole. This 2017 updated report seeks to provide evidence of the progress made between 2011 and 2017, together with relevant benchmarks for future reforms and policy planning. The review presents analytical evidence on salient program features and issues, and proposes additional efforts and options toward a truly integrated system.

It explores the current context for social protection and how this is likely to evolve in the future, analyses the extent to which existing programmes are aligned to those needs and how effective these programmes are at reducing poverty. It also examines the financing of social protection. Finally, it proposes policies to enhance the social protection system across a number of dimensions, including programmes, institutions, financing and information architecture.

Developing countries seek economic development which is broad-based or inclusive in the sense that it raises the income of all, especially the poor. Yet this is at odds with Simon Kuznets' hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The Developer's Dilemma explores this 'Kuznetsian tension' between structural transformation and income inequality. The book asks: what are the varieties of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? Across nine country cases written by academics across the Global South, this book answers these questions using a comparative case study approach with a common analytical framework and a set of common datasets. The intended intellectual contribution of the book is to provide a comparative analysis of the relationship between structural transformation, income inequality, and inclusive growth; to do so empirically at a regional and national level, and to draw conclusions about the varieties of structural transformation, their inequality dynamics, and the policies that have been employed to mediate the developer's dilemma.

Book excerpt: Investing in better data systems is critical to maximize the impact of social protection programs as more and more countries around the world are aiming to not only reduce poverty and inequality but also to achieve Universal Social Protection (USP). Globally the expansion of social safety net programs has contributed to poverty reduction and the improved well-being of the poor. Now countries are now offering more comprehensive packages of social benefits and services to serve broader population needs and to facilitate more sustainable poverty reduction outcomes. If not managed well, the expansion of services and beneficiaries can contribute to fragmentation in program processes and systems that will result in higher administrative costs, lack of coordination, and duplication in processes. Frequent climate shocks and the COVID-19 pandemic have also further highlighted critical gaps in social protection coverage, exposing the need for more and better data systems to identify and support those still excluded from social protection programs and systems. A high-quality data system is especially important to direct appropriate benefits and services to the groups that need them. Although there is no one size fits all targeting strategy, building a credible social information system (SIS) and improving social protection delivery systems (DS) are key to achieving USP everywhere. In the Indonesian context, the greatest gains are more likely to come from investment in coverage and quality of the data through better systems and expertise. This policy note summarizes options and principles for improving data quality for an effective social registry in Indonesia, to better support outreach, intake, registration and eligibility determination for Social Protection Programs. While the note is Indonesia-focused, it provides lessons applicable to other countries addressing these challenges as well.

While for some this is a welcome development which unlocks entrepreneurial zeal and renders public services more flexible and accountable, others argue that this seeks to depoliticise policy initiatives, rendering them increasingly technocratic, and that the project organisations formed in this process offer fragmented and unsustainable short-term solutions to long-term problems. This volume sets out to address public sector projectification by drawing together research from a range of academic fields to develop a critical and theoretically-informed understanding of the causes, nature, and consequences of the projectification of the public sector. This book includes 13 chapters and is organised into three parts. The first part centres on the politics of projectification, specifically the role of projects in de-politicisation, often accomplished by rendering the political “technical”. The chapters in the second part all relate to the reframing of the relationship between the centre and periphery, or between policy making and implementation, and the role of temporality in reshaping this relation. This volume analyzes the economic, social, and political challenges that emerging states confront today. Notwithstanding the growing importance of the ‘emerging states’ in global affairs and governance, many problems requiring immediate solutions have emerged at home largely as a consequence of the rapid economic development and associated sociopolitical changes. The middle-income trap is a major economic challenge faced by emerging states. This volume regards interest coordination for technological upgrading as crucial to avoid the trap and examines how various emerging states are grappling with this challenge by fostering public-private cooperation, voluntary associations of market players, and/or social networks. Social disparity is another serious problem. It is deeply rooted in history in the emerging states such as South Africa and many Latin American countries. However, income distribution is recently deteriorating even in East Asia that was once praised for its high economic growth with equity. Increasing pressure for political opening is another challenge for emerging states. This volume argues that the economic, social, and political problems are interwoven in the sense that the emerging states need to build political consensus in order to tackle the economic and social difficulties. Democratic institutions have not always been successful in this respect.

Book excerpt: Asia-Pacific is home to well over half of all people worldwide who do not obtain sufficient dietary energy to maintain normal, active, healthy lives. To achieve SDG 2 in the region, more than 3 million people must escape hunger each month from now until December 2030. In most countries in the region, the diets of more than half of all very young children (aged 6–23 months) fail to meet minimum standards of diversity, leading to micronutrient deficiencies that affect child development and therefore the potential of future generations. The high prevalence of stunting and wasting among children under five years of age is a result of these deficiencies. Only four countries in the region are on track to meet the global target of a 40 percent reduction in the number of stunted children between 2012 and 2025.At the same time, the prevalence of overweight and obesity is rising steadily among children and adults, negatively affecting health and well-being. Addressing the resultant burden of diet-related non-communicable diseases places great strain on national healthcare budgets and also causes productivity losses. Social protection is an important way of reducing inequality and mitigating the impacts of disasters, and it is expanding in the region. A special section of this report discusses how to develop social protection programmes that accelerate progress in eradicating hunger and malnutrition.

Book excerpt: Over the past 13 years, the Government of Indonesia (GOI) has moved from a set of temporary, crisis-driven social assistance initiatives towards a more permanent system of social assistance programs. This background paper aims to provide a brief history of the major developments in the GOI's household-targeted social assistance policy and programs with more limited discussion of supply-side and community social assistance initiatives. The note is organized chronologically with developments in social assistance presented together with information about the economic, political and social contexts in which these developments occurred. Indonesia's economic growth was also associated with substantial declines in the poverty, especially among rural households. The poverty headcount fell from 54.2 million to 34.5 million Indonesians and poverty incidence fell from 41.1 to 17.7 percent. While poverty reduction was not a policy objective in GOI documents until the early 1990s, the GOI's agricultural and rural development strategies and commitment to human capital investment through financing and provision of education and health services also contributed to poverty reduction. Furthermore, the GOI intervened in staple foods markets for the purpose of reducing domestic price volatility and increasing food security. During this era, when individuals or families employed in the informal sector required in-kind or financial assistance, they sought it from extended families, communities, or informal credit markets.
