Therefore, it is considered to be an important alternative in attaining the general wellbeing of the humans, which is seen in the decrease of the risk while preserving the environment and using alternative energy sources. Atmospheric gases, especially carbon dioxide, create the greenhouse effect which influences the climate changes. They are already generating the extreme weather conditions, including powerful hurricanes and floods which have recently affected the Western Balkans. Having this in mind, this book is created with the intention not only to point out to the extent to which the Western Balkan countries have accepted the concept of green growth, but also to see what results are achieved in respect of implementation of this concept with the goal of overcoming the economic and financial crisis and creating the conditions for sustainable growth of this Region. Besides this, the intention was to emphasise the political, economic and legal limitations that are blocking faster development of green economy, as well as the possibilities of their overcoming, This monograph has a very broad topic range, with the goal of comprising the most important aspects and considerations of these issues. As the end result of theoretical and research considerations of the author, in approximately twenty chapters, one gets a clear insight in how the Region has progressed in respect of making the most important sectors green.

Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations.
