Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

Book excerpt: The qualities of commanders and their ideas are more important to a general theory of command and control than are the technical and architectural qualities of their computers and communications systems. This theory separates the art of command and control (C2) from the hardware and software systems that support C2. It centers on the idea of a command concept, a commander's vision of a military operation that informs the making of command decisions during that operation. The theory suggests that the essential communications up and down the chain of command can (and should) be limited to disseminating, verifying, or modifying command concepts. The theory also suggests, as an extreme case, that an ideal command concept is one that is so prescient, sound, and fully conveyed to subordinates that it would allow the commander to leave the battlefield before the battle commences, with no adverse effect upon the out-come. This report advances a theory about military command and control. Then, through six historical case studies of modern battles, it explores the implications of the theory both for the professional development of commanders and for the design and evaluation of command and control architectures. The report should be of interest to members of the Joint Staff and the services involved in developing command and control doctrine for the U.S. military, and to all of those interested in the military art and science of command and control.

Technology is creating new opportunities for different types of command and control, and new types of command and control are creating new aspirations for technology. The question is how to manage this process, how to achieve a jointly optimised blend of socio and technical and create the kind of agility and self-synchronisation that modern forms of command and control promise. The answer put forward in this book is to re-visit sociotechnical systems theory. In doing so, the problems of 21st century command and control can be approached from an alternative, multi-disciplinary and above all human-centred perspective. Human factors (HF) is also co-evolving. The traditional conception of the field is to serve as a conduit for knowledge between engineering and psychology yet 21st century command and control presents an altogether different challenge. Viewing military command and control through the lens of sociotechnical theory forces us to confront difficult questions about the non-linear nature of people and technology: technology is changing, from platform centric to network centric; the interaction with that technology is changing, from prescribed to exploratory; and complexity is increasing, from behaviour that is linear to that which is emergent. The various chapters look at this transition and draw out ways in which sociotechnical systems theory can help to understand it. The sociotechnical perspective reveals itself as part of a conceptual toolkit through which military command and control can be transitioned, from notions of bureaucratic, hierarchical ways of operating to the devolved, agile, self-synchronising behaviour promised by modern forms of command and control like Network Enabled Capability (NEC). Sociotechnical system theory brings with it a sixty year legacy of practical application and this real-world grounding in business process re-engineering underlies the entire book. An attempt has been made to bring a set of sometimes abstract (but no less useful) principles down to the level of easy examples, design principles, evaluation criteria and actionable models. All of these are based on an extensive review of the current state of the art, new sociotechnical/NEC studies conducted by the authors, and insights derived from field studies of real-life command and control. Time and again, what emerges is a realisation that the most agile, self-synchronising component of all in command and control settings is the human.

Book excerpt: Technological advancements in communications provide the operational commander with a significantly enhanced real-time understanding of the battlespace, enabling more robust employment of centralized control. However, along with its benefits, this command, control and communications (C3) network includes the dangerous consequence of eroding the autonomy of tactical command through enhanced micromanagement by risk-averse operational commanders. Selected historical examples demonstrate that advances in C3 technology have been a force multiplier that enables the implementation of broader strategies by drastically improving the operational commander's understanding and control of the battlespace and battleforce. However, as exemplified by operations in Kosovo, technological advancement when put in the hands of risk-averse operational commanders also can serve as an enabler of potentially damaging micromanagement. Ultimately, training, doctrine and incentives will enhance the effectiveness of C3 integration, but the personality and leadership traits of the operational commander will ultimately determine how effectively this technology is integrated into the operational art of warfare toward the achievement of military objectives. The forgiving battlefields of recent conflicts have afforded commanders the opportunity to experiment with the application and misapplication of C3 in a relatively low-risk environment. Failure to maximize the effective employment of C3 in future conflicts against more formidable, multi-dimensional adversaries, would likely prove detrimental to achieving U.S. objectives. (29 refs.).
