Book excerpt: Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

Book excerpt: Urban and rural local development projects share common goals with tourism insofar as they aim to improve the quality of life, the attractiveness of locales and to increase economic opportunities and incomes for residents. In Santa Rosa de Copan a World Bank financed project has reinforced links between the city and the nearby archeological site of Copan in Honduras, building pathways, reception areas, and providing signage and guides to the ruins and to the city as well. The Santa Rosa project has also reinforced local governance, by developing a meaningful role for the municipality with the Archeological Institute of Honduras and the Ministry of Tourism. Finally, it has established a special program to offer locally-owned tourism products with marketing, certification and access to credits and small grants. Projects in Lake Titicaca, Bolivia, Puerto Limon, Costa Rica and Vilcanota Valley, Peru have also invested in the cities' rich cultural history, while projects in Mexico and the Peruvian lowlands have developed tourist destinations in rural communities, improving local quality of life, and local incomes.

Addressing the Mexican flagship tourist initiative of ‘Magical Villages,’ this book shows how government tourism programs do more than craft appealing tourist experiences from ideas of indigeneity, tradition, and heritage. Rather, heritage-centered tourism and multiculturalism are fusing into a strategy of government set to tame and steer indigenous spaces of negotiation by offering alternative multicultural national self-images, which trigger new modes of national belonging and participation, without challenging structural political and social asymmetries. By examining contemporary Mexican tourism policies and multiculturalist ideals through policy analysis and ethnographic research in a mestizo municipalcapital in a majority indigenous Nahua municipality, this book shows how mestizo nationalism is regenerated in tourism as part of a neoliberal governmentality framework. The book demonstrates how tourism initiatives that center on indigenous cultural heritage and recognition do not self-evidently empower indigenous citizens, and may pave the way for extracting indigenous heritage as a national resource to the benefit of local elites and tourist visitors.
