Download or read book Nontechnical Constraints and Barriers to Implementation of Intelligent Vehicle highway Systems written by United States. Department of Transportation and published by . This book was released on 1994 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: Intelligent vehicle-highway systems (IVHS) have the potential to improve the performance of the Nation's transportation system. These technologies apply to all transportation modes that use streets and highways. This report, called for in Section 6054(d) of the Intermodal Surface Transportation Efficiency Act of 1991, discusses whether nontechnical and institutional factors raise substantial barriers to the development and deployment of IVHS in the United States. The report is based upon results of research studies and comments from members of the IVHS community, State and local governments, universities, private parties, and public interest groups.

Available in PDF, EPUB and Kindle. Book excerpt: The automotive industry appears close to substantial change engendered by “self-driving” technologies. This technology offers the possibility of significant benefits to social welfare—saving lives; reducing crashes, congestion, fuel consumption, and pollution; increasing mobility for the disabled; and ultimately improving land use. This report is intended as a guide for state and federal policymakers on the many issues that this technology raises.

Download or read book ITS Procurement written by Bradley P. Williams and published by . This book was released on 1994 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Virginia has met with a variety of difficulties and delays in its procurement of intelligent transportation systems, components, and studies. The Fastoll Automatic Toll System was initiated in 1987, and construction has still not begun. It has been through three rounds of proposals and two court challenges. The Northern Virginia Traffic Management System has had durability and maintenance problems with the changeable message signs it purchased. A number of vendors were reluctant to participate in a preliminary study for the Hampton Roads ITS Planning Study, because they were afraid they would be precluded from any resulting construction work. To determine what options exist, the constraints imposed on procurement by federal and state law were examined. Under both Virginia and federal regulations and laws, competitive negotiations may be used with the proper authorization. Virginia law provides unsuccessful offerors the right to both administrative proceedings and court challenges. If federal research funds are used, limitations are placed on the extent to which Virginia can obtain intellectual property rights for any innovations or inventions that result. There are two possible approaches to improving the procurement of ITS within the existing statutory framework. One would be to alter the regulations and guidelines to improve the procurement process, clarifying when it is appropriate to use competitive negotiations and what type of specifications are appropriate with competitive negotiations. Another possible change would be the drafting of regulations authorizing the construction of highway systems through approaches like design-build and systems integration. More drastic changes that should be considered include limiting court challenges of contract awards by unsuccessful offerors. This could take place either through placing limitations on the right to a court challenge or by allowing the state to substitute some other process, such as alternative dispute resolution, for the court challenge. Either of these changes would require legislative approval.

Download or read book Forum on Future Directions in Transportation R D written by National Research Council (U.S.). Transportation Research Board and published by Transportation Research Board. This book was released on 1995 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Science and Technology Council (NSTC) is conducting a comprehensive review of federal research and development (R & D) activities. To conduct the R & D review in the area of transportation, NSTC has established the Committee on Transportation Research and Development. The committee requested that the Transportation Research Board (TRB) convene a special forum to gather input from a group that broadly represents transportation providers and customers of new transportation technology and concepts. More than 170 representatives from the scientific and engineering community, the private sector, Congress, state and local government, academia, and transportation stakeholders participated in this forum. The objectives of the forum were to (a) obtain input from various segments of the transportation community on their particular federal R & D needs, (b) define an approach for the systematic and objective evaluation of R & D strategies and priorities, and (c) solicit comments and perspectives on a prepublication version of the Strategic Planning Document, prepared by the NSTC committee. This publication contains the proceedings of the forum. It is organized as follows: Executive Summary; Chairman's Remarks; Plenary Sessions; Breakout Sessions; Closing Remarks; and Appendix.
