Political coordination among municipal governments is necessary to attract investment, rapid and efficient public transit systems, and to sustain cultural infrastructure in metropolitan regions. In this era of fragmented authority, local governments alone rarely possess the capacity to address these policy issues alone. This book explores the sources and barriers to cooperation and metropolitan policy making. It combines different streams of scholarship on regional governance to explain how and why metropolitan partnerships emerge and flourish in some places and fail to in others. It systematically tests this theory in the Frankfurt and Rhein-Neckar regions of Germany and the Toronto and Waterloo regions in Canada. Discovering that existing theories of metropolitan collective action based on institutions and opportunities are inconsistent, the author proposes a new theory of "civic capital", which argues that civic engagement and leadership at the regional scale can be important catalysts to metropolitan cooperation. The extent to which the actors hold a shared image of the metropolis and engage at that scale strongly influences the degree to which local authorities will be willing and able to coordinate policies for the collective development of the region. How did a small nineteenth-century colonial capital become this sprawling urban giant, and how did government policies shape the contours of its landscape? In Toronto Sprawls, Lawrence Solomon examines the great migration from farms to the city that occurred in the last half of the nineteenth century. During this period, a disproportionate number of single women came to Toronto while, at the same time, immigration from abroad was swelling the city's urban boundaries. Labour unions were increasingly successful in recruiting urban workers in these years. Governments responded to these perceived threats with a series of policies designed to foster order. To promote single family dwellings conducive to the traditional family, buildings in high-density areas were razed and apartment buildings banned. To discourage returning First World War veterans from settling in cities, the government offered grants to spur rural settlement. These policies and others dispersed the city's population and promoted sprawl. An illuminating read, Toronto Sprawls makes a convincing case that urban sprawl in Toronto was caused not by market forces, but rather by policies and programs designed to disperse Toronto's urban population.

This book takes up the intellectual and practical challenge of planning regional futures, moving beyond the narrow confines of existing debate and providing a forum for debating what planning is, and should be, for in how we plan cities and regions.
