Shauna MacKinnon’s Decolonizing Employment: Aboriginal Inclusion in Canada’s Labour Market is a case study with lessons applicable to communities throughout North America. Her examination of Aboriginal labour market participation outlines the deeply damaging, intergenerational effects of colonial policies and describes how a neoliberal political economy serves to further exclude Indigenous North Americans. MacKinnon’s work demonstrates that a fundamental shift in policy is required. Long-term financial support for comprehensive, holistic education and training programs that integrate cultural reclamation and small supportive learning environments is needed if we are to improve social and economic outcomes and support the spiritual and emotional healing that Aboriginal learners tell us is of primary importance.

Book excerpt: This report presents the findings of an initial assessment of the utilization & effectiveness of employment, job access, and training programs among Aboriginal women in Quebec. The study's first sample focusses on Aboriginal women living in Montreal, and the second focusses on women from three Aboriginal communities in the regions. After an introduction on research methodology and informant characteristics, chapter 1 begins with a sketch of the Quebec Aboriginal population and an overview of the state of employment & education among Aboriginal women. It continues with a profile of employability program clientele by such characteristics as age, origin, level of education. Chapter 2 covers program utilization & effectiveness, based on socio-demographic data gathered during interviews and from statements of informants. Views of resource persons on programs and their utilization & effectiveness are analyzed. Programs specifically tailored to Aboriginal clients are also assessed with regard to such matters as eligibility and training content. The conclusion summarizes the major thrusts of the study and ends with a series of recommendations. Appendices include tables summarizing the information on the programs discussed throughout the report.

Book excerpt: We use the 2012 Programme for the International Assessment of Adult Competencies to examine proficiency in information-processing skills, educational attainment and labour market outcomes among Indigenous peoples in Canada. Similar to previous literature, we find negative earnings differentials, lower employment rates and higher unemployment for Indigenous populations and important differences between First Nations, Métis and Inuit people. First Nations people do much worse in terms of earnings and employment outcomes, while we find evidence that Métis people have worse employment outcomes and negative earnings differentials in the upper part of the distribution. We also find sizable literacy, numeracy and technology skill gaps. Not surprisingly, there is a positive relationship between these information-processing skills and wages. However, the returns to skills are very similar for Indigenous and non-Indigenous peoples, that is, we find no evidence of economic discrimination. Once these skills are conditioned on, the earnings differentials greatly decline. We also find that education can reduce skill and wage gaps, although the additional impact is small. The results suggest a greater need to consider barriers to education faced by Indigenous peoples.

Book excerpt: Indigenous people represent four percent of the total population in Canada and are the youngest and fastest growing minority population in the country. Colonialism left Indigenous people disadvantaged in terms of education, health and labour market outcomes relative to the majority population in Canada today. This study looks at the relationship between self-reported labour market discrimination and the annual earnings gap between the Indigenous and white populations as of 2013 using Cycle 28 of the General Social Survey on Victimization in Canada. By employing the Oaxaca (1973) decomposition method, I find between 44.2 and 49.2 percent of the men's Indigenous-white annual earnings gap can be explained by observable characteristics and 50.8 and 55.8 percent of the gap is unexplained. For women, 32.2 percent of the gap cannot be explained when secondary variables such as employment type and disability status are included in that analysis, yet 86.3 percent is unexplained when only education, work experience and geography are observed. Lastly, I utilize a nuanced approach to analyzing the Indigenous-white earnings gap. I find a higher proportion of men reported labour market discrimination who have higher predicted earnings than their actual using human capital coefficients from the white group's earnings regression to predict Indigenous men's earnings.
