Book excerpt: Research has shown that an effective way to reduce impaired driving is to increase the perceived risk of being stopped and arrested by law enforcement if driving while impaired. One of the most successful strategies for doing this is the coupling of intense and highly visible enforcement with publicity about the enforcement campaign. The term "high-visibility enforcement" (HVE) is used to describe law enforcement efforts aimed at deterring unsafe driving behavior by increasing the public's perception of being caught, arrested, and prosecuted. Two common enforcement strategies of HVE operations are sobriety checkpoints and saturation patrols. Checkpoints concentrate law enforcement officers at the roadside to identify impaired drivers passing through. Saturation patrols involve an increased number of officers patrolling a limited area where impaired driving is prevalent. Both use highly visible elements (such as a concentration of law enforcement officers, bright lights, signs, and marked patrol cars) to heighten their visual impact. Enforcement efforts must be supported by an equal amount of publicity and communications. Publicity regarding the operations also raises awareness, and the perception of increased likelihood of detection of impaired driving. Research has indicated that HVE operations that are well-publicized, conducted frequently, and have high visibility deter impaired driving. This book presents case studies of HVE programs currently operating in the United States and includes discussion of the HVE program's history, enforcement strategies, visibility elements, operation, resources, use of media, educational components, funding, support from political leaders and the community, barriers encountered, and strengths of the program. This book is intended to provide information on impaired driving HVE programs for regional, state and local agencies considering incorporating HVE strategies into their efforts to curb impaired driving or to modify existing HVE programs.

After a review of Idaho's Crash Database and a sample of police reports, the research team proposed to focus on impaired driving, a major risk factor for these crashes, by increasing bystander engagement. The theory of planned behavior was the theoretical basis for a survey of Idaho adults implemented by the University of Idaho's Social Science Research Unit. The survey results informed key media messages to increase the likelihood adults would engage in preventing others from impaired driving. Recommendations for communications, implementation and evaluation are provided.

Abstract: Driving under the influence of alcohol (DUIA) is well recognized as one of the key human factors that increase the risks of traffic accidents and associated injuries and fatalities. These risks increase rapidly with the alcohol concentration in human body. Unfortunately, drink-driving not only increases the accident and injury risks of drivers, but also increases the risks to innocent road users. Despite the decrease in the number of alcohol-related accidents over the past decade, few comprehensive studies have investigated the relationship between the drivers' alcohol consumption, the actual impairment in driving performance due to alcohol, and the resulting accident and injury risks. Therefore, the development of an appropriate road safety policy framework would help to formulate appropriate measures and penalties for combating drink-driving, thus reducing the associated injuries and fatalities in the long term. To better understand the relationship between drink-driving and traffic safety, this study attempts to evaluate the alcohol-impaired effect on traffic safety in a three-pronged approach: risk analysis, physiological performance, and attitudinal evaluation. For the crash risk analysis, impairment effects of alcohol on the severity of injuries and road crashes in Hong Kong were determined using the comprehensive random breath test (RBT) data. For the physiological performance, simulation study was conducted to develop a temporal profile of driver alcohol concentration and to determine the relationship between driver alcohol concentration and the actual alcohol-impaired driving performance for Chinese populations. Finally, for the attitudinal evaluation, a perception survey was used to evaluate the effectiveness of legislation on drivers' intention to reduce drink-driving. Findings of the three-pronged analysis were then integrated to provide a useful tool for formulating effective legislation and enforcement measures to combat drink-driving, with respect to the driver's perceptions, observed driving performance, and actual road safety levels in the long term. Book excerpt: This study in an analysis of impaired driving crashes in the United States, a problem that has claimed more than 10,000 lives each year for nearly the last half a decade. Impaired driving was commonly defined as impairment due to alcohol, but the alarming increase in drug use has prompted that impaired driving refer to impairment due to any psychoactive controlled substance including recreational drugs, narcotics, and even prescribed medication. While impaired driving is illegal throughout the United States, the rate of impaired crashes has remained level since 1994. In this study two sources of alcohol related crash data are used to determine statistical, spatial, and practical inferences of impaired crashes and their affects. First a multivariate probit model is developed in order to determine the interaction between drug related crashes with the presence of alcohol, the process of speeding, and the use of safety equipment. The second statistical model uses crash data with all injury severities in the State of Ohio to determine the interactions between male and female impaired drivers. The second part of impaired driving analysis is the analysis of potential countermeasures and the development of future tools. Data driven law enforcement is a common practice, and through a partnership with the Stark County Operating a Vehicle Impaired Task Force, impaired driving enforcement statistics are collected from 2012-2014. This data is first used to determine the effectiveness of cluster location based enforcement. The data is further used to develop of county wide route optimization and staffing tool. Through these tools, the effective groundwork for community based approaches to addressing and reducing impaired driving crashes is established.
