While the main goal of performance measurement is to provide a basis for the assessment of employee’s objective achievement it also helps to develop strategic plans and when properly designed it gives the motivation to work towards goals that are aligned with the principals residual interests (Ittner & Larcker, 1998). However, this incentive alignment is subject to major discussion. For example Josef Ackermann (2008), CEO of Deutsche Bank, admitted that one reason for the development of the sub prime crisis was the bonus system among banks. He argued that bonuses should establish the right incentives and be oriented towards medium- and long-term goals. He assessed tying bonuses to maximize profits in the short term – which encourages managers to take high risks – as the wrong approach. The question is therefore, which kind of measurement techniques can be used to reflect the subordinate’s incremental contribution to the firm value and how they can be designed to serve the principals’ goals. The paper is organized as follows. The first part provides an overview of performance evaluation in general followed by the main part about objective and subjective performance measures, their benefits and shortcomings. A famous tool for that was developed by Kaplan & Norton who introduced the balanced scorecard. But, Kaplan & Norton mainly concentrate on two stakeholders – the customer and the shareholder. As Neely, Adams and Kennerley (2002) claim, this is not far-reaching enough. A company must consider more stakeholders (e.g. the supplier, the employee and further more) as their approach of the performance prism explains. But, Neely and his colleagues did not explain in detail how to apply their performance prism to the departmental level, and how to connect it to a remuneration system. Here, the actual book gives brand-new ideas and tools for a consistent application of the developed framework to the departmental level. This book concentrates especially on the stakeholder approach of Neely, Adams and Kennerley which will be improved by the ‘stakeholder matrix’, and connected by the development of the ‘multidimensional performance appraisal table’ to performance evaluation. This is the second book of Erik Wödl regarding performance measurement.

Evaluation of these objectives, and hence performance is essential for many reasons such as monitoring and control, diagnosis, improvement, learning and decision-making of processes or enterprise systems. Performance measures as descriptors of performance are the key tools in this evaluation process. However, the multidimensionality of performance, the inter-dependencies among performance measures and the pursuit to manage many dimensions of performance complicate the PMM process. Furthermore, the uncertainty in terms of objectives satisfaction surrounding the business processes or enterprise systems adds further complexity. To deal with these issues, a process-centered value-risk based performance management system (VR-PMS) is proposed in the current research work. The purpose is to transform the expectations and fears of stakeholders into value and risk indicators respectively for informed decision making. For this purpose, a conceptual value-risk model is developed aimed at integrating consistently the concepts relevant to objectives, activities and risks in one framework and conceptualizing the idea of value and risk based performance management. In addition, a methodological framework is developed that divides the PMM process into three phases: performance modeling, assessment and decision-making. Each phase of the framework is instrumented with quantitative analysis methods and tools. The deliverable of the VR-PMS is a set of ranked solutions (i.e. alternative business processes) evaluated against the developed value and risk indicators.

Book excerpt: Existing metric selection methodologies and performance measurement frameworks provide practicing managers with good checklists and tools to evaluate and design their enterprise performance measurement systems (EPMS) and metrics. However, these methodologies and frameworks do not delve deep enough into the operational aspects of EPMS and metrics. This work addresses this research gap by proposing a practical Metric Design Framework with accompanying Metric Design Tools and a Metric Design Guide to operationalize metrics to ensure better strategic alignment, monitoring and reporting of business activities, and proactive decision-making. Singapore Technologies Aerospace Engineering Development Center (STA EDC) is the enterprise involved in action research, the research methodology used in this work. The background of STA EDC is included to provide the context and purpose. There are four major action research cycles including EPMS Ten Lenses (cycle 1), Metric Design Tools (cycle 2), Metric Building Blocks and Elements (cycle 3), and Metric Design Guide (cycle 4). The details and results for each action research cycle are discussed. In essence, the Nightingale Rhodes Enterprise Architecting Framework (NREAF) [1] serves as a starting point, where the Enterprise Architecting (EA) Ten View Elements/Lenses are modified for EPMS in cycle 1. In cycle 2, the STA EDC EPMS and metrics are evaluated using the EPMS Ten Lenses, and Metric Design Tools such as the Strategic Alignment Tool, EPMS Value Flow Map, Measurement Scope Tool, and 3x3 Info Decision Matrix are developed. Cycle 3 saw the development of the Metric Building Blocks and Metric Elements, while cycle 4 demonstrated the application of the proposed Metric Design Framework and Tools in the form of a Metric Design Guide. The proposed framework and tools are then validated with practicing managers at STA EDC. Based on the feedback and validation from practicing managers, the proposed framework and tools show great potential in terms of comprehensiveness/completeness, usability, and utility. However, the key challenge lies with implementation. Management's commitment and buy-in from various EPMS stakeholders are necessary. While minor modifications and/or additions to the proposed framework and tools are expected during implementation, the endeavor is worthwhile because a firm becomes what it measures.
