It is designed to inspire and support countries which have either adhered to, are considering adhering to, or aim to converge towards the OECD standard. The Recommendation was unanimously adopted by the OECD Council in December 2016. The adoption marked the outcome of a two-year consultation process with delegates from ministries active in the fields of agriculture, development assistance, environment, public governance, regional development, and regulatory policy, as well as with relevant stakeholders (the business sector, trade unions, environmental organisations) and the OECD Water Governance Initiative. The Recommendation puts forward an international standard with high-level policy guidance on a range of topics relevant for the management of water resources and delivery of water services. The areas covered include managing water quantity, water risks and disasters, improving water quality, ensuring good water governance as well as sustainable finance, investment and pricing for water services. The practices reported in the toolkit have been compiled by the OECD Secretariat, in close consultation with delegates from adhering countries. Regular updates will be made available.

There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.

This makes it crucial to understand existing knowledge and institutions and how those may interact with institutional changes. Book excerpt: This book presents the results of an interdisciplinary project that examined how law, policy and ecological dynamics influence the governance of regional scale water based social-ecological systems in the United States and Australia. The volume explores the obstacles and opportunities for governance that is capable of management, adaptation, and transformation in these regional social-ecological systems as they respond to accelerating environmental change. With the onset of the Anthropocene, global and regional changes in biophysical inputs to these systems will challenge their capacity to respond while maintaining functions of water supply, flood control, hydropower production, water quality, and biodiversity. Governance lies at the heart of the capacity of these systems to meet these challenges. Assessment of water basins in the United States and Australia indicates that state-centric governance of these complex and dynamic social-environmental systems is evolving to a more complex, diverse, and complex array public and private arrangements. In this process, three challenges emerge for water governance to become adaptive to environmental change. First, is the need for legal reform to remove barriers to adaptive governance by authorizing government agencies to prepare for windows of opportunity through adaptive planning, and to institutionalize the results of innovative solutions that arise once a window opens. Second, is the need for legal reform to give government agencies the authority to facilitate and participate in adaptive management and governance. This must be accompanied by parallel legal reform to assure that engagement of private and economic actors and the increase in governmental flexibility does not destabilize basin economies or come at the expense of legitimacy, accountability, equity, and justice. Third, development of means to continually assess thresholds and resilience of social-ecological systems and the adaptive capacity of their current governance to structure actions at multiple scales. The massive investment in water infrastructure on the river basins studied has improved the agricultural, urban and economic sectors, largely at the cost of other social and environmental values. Today the infrastructure is aging and in need of substantial investment for those benefits to continue and adapt to ongoing environmental changes. The renewal of institutions and heavily engineered water systems also presents the opportunity to modernize these systems to address inequity and align with the values and objectives of the 21st century. Creative approaches are needed to transform and modernize water governance that increases the capacity of these water-based social-ecological systems to innovate, adapt, and learn, will provide the tools needed to navigate an uncertain future.

Book excerpt: The establishment of dedicated regulatory bodies in charge of regulating water services, whilst being recent, is nevertheless a consistent trend among OECD and non-OECD countries. This report presents a picture as of September 2014 of the governance arrangements, operational modalities and use of regulatory tools across a sample of 34 established water regulators. It relies on the OECD Best Practice Principles for Regulatory Policy: The Governance of Regulators to structure the information collected through a survey exercise. It has been developed in close co-operation with the OECD Network of Economic Regulators (NER). The results from the survey show that the 34 water regulators show generally a high level of adoption of good governance principles and practices. They display functions and powers that are in line with their objectives. Water regulators also show a strong culture of consultation. Other areas, in particular evaluation of regulatory impacts, could be further strengthened.

Book excerpt: Adequate water for ecosystems and humans is at a premium as the global population increases and the climate changes. Coping with these impacts requires tools to improve water governance and water management through legal or policy mechanisms. Water governance generates laws, policies, and rulings and water management implements those laws, policies, and rulings and rulings through management decisions. A key concern of water governance is balancing human and ecosystem water needs. Effective governance that promotes sustainable use of water resources to maintain ecosystem integrity is challenging. Many regions do not have sufficient resources for water management or water for ecosystems is not protected under traditional legal mechanisms. The challenge of improving water governance for ecosystems is, therefore, twofold. First, there is a need to provide resources that build the capacity of water managers to allocate water to ecosystems. Second, mechanisms to promote effective transformation of environmental flow needs into policy or practice are required. This research provides methods to advance water management by: 1) assessing environmental flow needs through creation of a geospatial database and 2) improving stakeholder engagement through lessons learned from three multi-year stakeholder engagement processes. Appendix A describes the current understanding of the link between hydrology and riparian and aquatic ecosystems in Arizona through synthesis of environmental flow needs. The synthesized information, stored in a geospatial database, can be used by water managers to determine the water needs to maintain riparian and aquatic habitats. Review of 121 studies reveals that there are very few analyses of surface water and groundwater requirements for intermittent or ephemeral river systems, and there are only limited generalizable data for aquatic species. This database can be used to identify critical geographic and topical knowledge gaps, as well as serve as a single place for water and land managers to assess and use the most current research to inform management decisions. Appendix B provides an empirical example of engagement to promote social learning as a way to preserve water for the environment when law does not protect environmental flows. Through 43 focus groups with 226 individuals representing a diversity of interests, we determined that there was common ground on concerns about water conservation, cooperation, financial incentives, and multiple benefits for water use. Through this engagement process, we found that identifying and then building common ground requires attention to details. These details include the process of analyzing qualitative data and methods for displaying complex information, which are not frequently discussed in the social learning or stakeholder engagement literature. Appendix C presents a framework for designing effective stakeholder engagement based on the experiences of the University of Arizona Water Resources Research Center in three separate processes that engaged water experts. The proposed framework provides an iterative and flexible approach centered on a bridging organization that can bring people together and keep the engagement process moving forward. As illustrated through an evaluation of the three projects, the proposed framework provides for inclusivity, interactiveness, and flexibility in engagement through guidance by a steering committee and iteratively examining the water resource management problem. While further assessment is necessary, it appears that this framework is general enough to be applicable across projects at three different scales and with three separate sets of goals, yet detailed enough to provide a tangible approach that could aid other processes where the goal is implementing and evaluating expert engagement to solve complex problems and promote social learning. Previous studies on water governance have focused predominantly on the identification of the current problems with governance. However, because humans have an important role in shaping the global water cycle, the time has come to focus on solutions. In order to further water management solutions, a better understanding of the tools needed to manage water for ecosystems and effective methods for co-producing knowledge or encouraging social learning are needed. This research provides a regional example of approaches to advance water management using a tool to assess environmental flows needs and frameworks for promoting common ground and social learning in stakeholder engagement.
