Book excerpt: This Phase II Resource Conservation and Recovery Act Facility Investigation included environmental sampling and a preliminary human health and ecological risk assessment of suspected releases Solid Waste Management Units (SWMUs) 1 and 25 and an RFI-Phase I program to determine the presence or absence of contamination at SWMU 37 at Tooele Army Depot South Area (TEAD-S), near Tooele, Utah. SWMUs 1 and 25: The Army's objectives at TEAD-S are to prevent environmental degradation and protect installation workers and the environment during continued army use of the installation. This study concludes that there are no human health threats identified at TEAD-S Group 1 SWMUs under current use. Subsurface samples should be collected in the future to complete the characterization of these SWMUs. Risks to vegetation and wildlife were estimated qualitatively. Biota sampling is recommended to quantity these ecological risk estimates. SWMUs 1 and 25 contain unexploded ordnance and bulk explosives that would constitute a physical hazard if disturbed, but pose only a remote risk to the trained Army personnel who currently use these areas. SWMU 37: SWMU 37 samples identified potential contamination by several metals. A Phase II program is recommended to define the extent of this potential contamination. All ordnance, slag, and ash should be removed and disposed of properly.

Book excerpt: Environmental investigations were conducted during 1993-1995 at eleven solid waste management units (SWMUs) or sub-SWMUs at the Tooele Army Depot-North Area (TEAD-N) as part of a Phase II Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) under the terms of a State of Utah Corrective Action Permit. Environmental sampling and an ecological survey were conducted at each SWMU to determine the horizontal and vertical extent of waste constituents found to be during a present previous Phase I RFI at TEAD-N. The generated data were used to perform risk assessments for each of the investigated SWMUs. A total of 299 soil samples, two sediment samples, seven water samples, and two total suspended particulate (air filter) samples were collected during the Phase II sampling, as well as 19 background soil samples. Based on the Phase I and Phase II sampling results, and the subsequent risk assessments, two SWMUs are recommended for no further action under the current Corrective Action Permit and nine SWMUs or sub-SWMUs are recommended for RCRA Corrective Measures Studies (CMS) based on possible risks to on-site workers or the environment.

Book excerpt: This appendix summarizes field activities conducted by Montgomery Watson in support of the Phase II RFI at TEAD-N during the fall of 1993 and spring of 1994, and includes descriptions of the investigation scope, organization of project personnel, and a summary of the field work performed at each SWMU. In addition, facility-wide investigation activities are discussed. Also included in this appendix are descriptions of the health and safety program under which all field activities were conducted, and descriptions of sample collection, handling, and shipping procedures. The Phase II RFI field activities were conducted without significant deviation from the project work plans prepared for this investigation. Although methodologies were revised in the field when necessary, data quality objectives were met without exception. For example, 1 of the 20 soil borings at SWMU 20 was dug with a stainless steel shovel rather than drilled with a hollow-stem auger rig, because overhead power lines prevented access by the drill rig. Although the excavation methodology was revised, the planned location was maintained and the data quality objective met. These include the Data Collection Quality Assurance Plan (MW, 1993a), the Data Management Plan (MW, 1993b), the Health and Safety Plan (MW, 1993c). And the Project Management Plan (MW, 1993d). Each of these plans was reviewed and approved by the UDEQ and the USEPA.

These SWMUs are the Chemical Agent Munitions Disposal System (CAMDS), and the area in the vicinity of the inactive Deactivation Furnace. CAMDS is designed to treat new equipment for demilitarizing many different types of chemical munitions. Waste and product spills have been noted at CAMDS; these include releases at the boiler blowdown ditch and ponding area, the three diesel oil above-ground tanks, and the underground fuel oil product lines. The inactive deactivation furnace served as a prototype of the CAMDS facility by disposing of fuses, first-fire mixes, primers, and small arms. A mercury spill and fuel oil spill were reported to have occurred in this area. Environmental Impacts due to the reported spills are summarized in the report. This SWERA addresses 56 Solid Waste Management Units (SWMUs) regulated under the Federal Facilities Agreement, the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). TEAD is a National Priorities List site under CERCLA and is under a corrective action permit issued by the State of Utah. The need to perform a SWERA was identified based on the conclusions and recommendations in various TEAD reports, and in order to maintain regulatory compliance under CERCLA and the National Contingency Plan. The purpose of this SWERA report is to characterize and evaluate the TEAD ecosystem in order to determine whether site contamination is causing, or has the potential to cause, adverse effects to the local ecology. This document consists of the SWERA report (volume I) and all of the supporting data (volumes II, Ill, and IV).
