It deals particularly with the interactions between communist and intellectual elites. The authors analyze elites’ initial enthusiasm about the Yugoslav federation and how, with time, they found themselves unable to suppress the nationalists in Yugoslavia. Other scholars have argued that, in a certain sense, Tito’s Yugoslavia proved to be a “hatchery” for the nations that once constituted Yugoslavia, making them ever closer to “completeness.” However, as the authors highlight in this study, this process was one of conflict. The personal role of Tito as an arbiter was essential, although, for the majority of his time in power, he did not act as a dictator. His departure was strongly felt in the 1980s, when ethnic entrepreneurial activity began to flourish—and when ethnic and political relations had gone out of control. While a significant part of this book follows the chronology of ethnic elite interaction in communist Yugoslavia, the global context of Yugoslavia’s rise and fall is taken into account. The authors also use Yugoslavia as a case study to test the validity of nationalism studies more generally.

With this long-awaited book, Ivo Banac becomes the first scholar to assess the domestic consequences of Yugoslavia's expulsion from the Cominform, and his findings will radically revise some of our most basic assumptions about Tito's revolution. Banac's subject is the nature and fate of those elements in the Yugoslav Communist party who were said to have sided with Moscow against their own country's leadership. He demonstrates that the so-called Cominformists represented as much as twenty-percent of the party membership and had widely divergent aims. He then reconstructs the history of the labrynthine factional struggles that preceded and accompanied the 1948 split and shows that, as always, the national question played the dominant role in Yugoslav politics. After identifying the members of the opposition and mapping its course, Banac recounts the harsh repression of the movement. Book excerpt: Nick Miller argues in this provocative study that to comprehend Yugoslavia's collapse, we must examine the development and nature of Serbian nationalism, and the typical approaches will not suffice. Serbia's national movement of the 1980s and 1990s, Miller suggests, was not the product of an ancient, immutable, and aggressive Serbian national identity; nor was it an artificial creation of powerful political actors looking to capitalize on its mobilizing power. In examining the work of three influential Serbian intellectuals, Miller argues that cultural processes are too often ignored in favor of political ones; that Serbian intellectuals did work within a historical context, but that they were not slaves to the past; that Serbian history is not a continuous reiteration of static themes. His subjects are Dobrica Cosic (a novelist), Mica Popovic (a painter) and Borislav Mihajlovic Mihiz (a literary critic). These three men were part of a circle of friends who began the postwar with (mostly!) open minds about the promise of the new communist order and who wound up by 1974 as inveterate opponents of the regime and nationalists. Together, the work of these men indicates that nationalism was more than a tool for cynical and needy politicians, and less an ancient bequest than an unsurprising response to real conditions in Tito's Yugoslavia.
