"If You Leave Us Here, We Will Die" tells the story of East Timor, a half-island that suffered genocide after Indonesia invaded in 1975, and which was again laid to waste after the population voted for independence from Indonesia in 1999. Before international forces intervened, more than half the population had been displaced and 1,500 people killed. Geoffrey Robinson, an expert in Southeast Asian history, was in East Timor with the United Nations in 1999 and provides a gripping first-person account of the violence, as well as a rigorous assessment of the politics and history behind it. Robinson debunks claims that the militias committing the violence in East Timor acted spontaneously, attributing their actions instead to the calculation of Indonesian leaders, and to a "culture of terror" within the Indonesian army. He argues that major powers—notably the United States, Australia, and the United Kingdom—were complicit in the genocide of the late 1970s and the violence of 1999. At the same time, Robinson stresses that armed intervention supported by those powers in late 1999 was vital in averting a second genocide. Book excerpt: Like many low-income countries, Timor-Leste faces challenges in providing employment for and increasing the skills of its labor force-challenges made more acute by high fertility rates, a very young population, and the capacity constraints of a new nation. However, there is limited information for policymakers to formulate appropriate policies. The paper presents findings of the first urban enterprise survey in independent Timor-Leste. It explores several aspects of the Timorese urban labor market, including the profile of formal and informal enterprises, their behavior in terms of employment and wage-setting practices, and constraints on firm growth. It also presents findings on the skills and training needs of urban employers, and constraints faced in overcoming skills shortages. It finds a highly informal urban enterprise scene, where even "formal" enterprises are largely micro-enterprises. While there has been considerable action in terms of new firm creation since independence, there is already surprisingly low job creation or destruction. This is driven by a number of constraints inside and outside the labor market. With respect to wages, the impacts of the informal minimum wage policy inherited from the interim international administration suggest the need for caution in future wage policy development. While employers identify many skills gaps, basic literacy, numeracy, and language skill needs dominate, and employers appear to value short courses and less formal modes of skills training to address their needs. The paper concludes with suggestions for addressing the key constraints identified.

Sunny Xiang offers a new way of understanding the American cold war in Asia by tracing aesthetic manifestations of “Oriental inscrutability” across a wide range of texts. She examines how cold war regimes of suspicious thinking produced an ambiguity between “Oriental” enemies and Asian allies, contributing to the conflict’s status as both a “real war” and a “long peace.” Xiang puts interrogation reports, policy memos, and field notes into conversation with novels, poems, documentaries, and mixed media work by artists such as Theresa Hak Kyung Cha, Kazuo Ishiguro, Ha Jin, and Trinh T. Minh-ha. She engages her archive through a reading practice centered on tone, juxtaposing Asian diasporans who appear similar in profile yet who differ in tone. Tonal Intelligence considers how the meaning of race, war, and empire came under pressure during two interlinked periods of geopolitical transition: American “nation-building” in East and Southeast Asia during the mid-twentieth century and Asian economic modernization during the late twentieth century. By reading both state records and aesthetic texts from these periods for their tone rather than their content, Xiang shows how bygone threats of Asian communism and emergent regimes of Asian capitalism have elicited distinct yet related anxieties about racial intelligibility. Davis radically reorients approaches toward the nature of Southeast Asian Buddhism's interactions with local religious practice and, by extension, reorients our understanding of Buddhism itself. Through a vivid study of contemporary Cambodian Buddhist funeral rites, he reveals the powerfully integrative role monks play as they care for the dead and negotiate the interplay of non-Buddhist spirits and formal Buddhist customs. Buddhist monks perform funeral rituals rooted in the embodied practices of Khmer rice farmers and the social hierarchies of Khmer culture. The monks' realization of death underwrites key components of the Cambodian social imagination: the distinction between wild death and celibate life, the forest and the field, and moral and immoral forms of power. By connecting the performative aspects of Buddhist death rituals to Cambodian history and everyday life, Davis undermines the theory that Buddhism and rural belief systems necessarily oppose each other. Instead, he shows Cambodian Buddhism to be a robust tradition with ethical and popular components extending throughout Khmer society.
