Book excerpt: This dissertation comprises three essays that collectively examine the dynamics between waste shipment, policy, and inequality in two contexts: hazardous waste shipment in the United States and the international plastic waste trade. The first essay evaluates the effectiveness and distributional impact of Missouri's out-of-state hazardous waste tax introduction. Results show that the tax introduction decreases the quantity of shipment into Missouri by over 35\% and that the subsequent diversion of shipment does not put more burden on the non-white population. The second essay extends the evaluation of the distributional impact of hazardous waste shipment to a nationwide analysis, covering 48 contiguous states. I use the conditional logit model to evaluate how origin facilities choose shipment destinations. Results show that an origin is more likely to ship to a destination that has a higher of non-white residents than itself for treatment services. Destination facilities with a higher share of non-white residents are more likely to be selected for hazardous waste shipment, and this effect decreases with higher tax rates. The third essay examines similar issues in a global context. I evaluate factors that determine the trade diversion in the international plastic waste market following China's ban on plastic waste import in 2018. Results show that the plastic waste trade follows a pollution haven pattern, allocating waste from richer countries with better environmental regulations to poorer countries with weaker regulations. This pattern aggravates after the ban. These three essays suggest that waste shipment moves environmental burden from less marginalized locations to more marginalized locations and that public policy is a viable tool for altering waste shipment patterns.

In Chapter 1, I study whether electricity use in newer or older residential buildings rises more in response to high temperature in a region of Southern California. Peak electricity demand occurs at the highest temperatures which are predicted to increase due to climate change. Understanding how newer buildings differ from older buildings improves forecasts of how peak electricity use will grow over time. Newer buildings are subject to stricter building energy codes, but are larger and more likely to have air conditioning; hence, the cumulative effect is ambiguous. This paper combines four large datasets of building and household characteristics, weather data, and utility data to estimate the electricity-temperature response of different building vintages. Estimation results show that new buildings (1970-2000) have a statistically significantly higher temperature response (i.e., use more electricity) than old buildings (pre-1970). Auxiliary regressions with controls for number of bedrooms, income, square footage, central air conditioning, ownership, and type of residential structure partially decompose the effect. Though California has had extensive energy efficiency building standards that by themselves would lower temperature response for new buildings, the cumulative effect of new buildings is an increase in temperature response. As new buildings are added, aggregate temperature response is predicted to increase. In Chapter 2, my co-authors and I investigate the effect of cap-and-trade regulation of CO2 on firm profits by performing an event study of a CO2 price crash in the EU market. We examine returns for 90 stocks from carbon intensive industries and 600 stocks in the broad EUROSTOXX index. Firms in carbon intensive, or electricity intensive industries, but not involved in international trade were most hurt by the event. This implies investors were focused on product price impacts, rather than compliance costs. We find evidence that firms' net allowance positions also strongly influenced the share price response to the decline in allowance prices. In Chapter 3, my co-authors and I measure and examine data error in health, education and income statistics used to construct the Human Development Index. We identify three sources of data error which are due to (i) data updating, (ii) formula revisions and (iii) thresholds to classify a country's development status. We propose a simple statistical framework to calculate country specific measures of data uncertainty and investigate how data error biases rank assignments. We find that up to 34% of countries are misclassified and, by replicating prior studies, we show that key estimated parameters vary by up to 100% due to data error.

The book looks in depth at five areas of media - talk shows, magazines, news, advertising, and contemporary screen and paperback romances - to examine how representations of women and men are changing in the twenty-first century, partly in response to feminist, queer and anti-racist critique. Gender and the Media is also concerned with the theoretical tools available for analysing representations. A range of approaches from semiotics to postcolonial theory are discussed, and Gill asks how useful notions such as objectification, backlash, and positive images are for making sense of gender in today's Western media. Finally, Gender and the Media also raises questions about cultural politics - namely, what forms of critique and intervention are effective at a moment when ironic quotation marks seem to protect much media content from criticism and when much media content - from Sex and the City to revenge adverts - can be labelled postfeminist. This is a book that will be of particular interest to students and scholars in gender and media studies, as well as those in sociology and cultural studies more generally.

Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.
