Book excerpt: This thesis consists of three essays on inter-provincial labour mobility in Canada.In the first essay, we explore the concepts of provincial gross, net and share of net mobility rates across education and age groups using the Survey of Labor and Income Dynamics (SLID, 1993-2011) of Canada. Our results show that provincial mobility of young and more educated are more than their counterparts. The share of net mobility rates reveals that young and less educated individuals mostly have one-way interprovincial mobility. Moreover, inter-provincial migration using gravity model shows that the effects of border and population sizes of destination and original provinces have positive influences and distances have the negative influence on provincial migration. We also identify a positive correlation between provincial in- and out-migration in Canada. This shows that provinces that lose more people also seem to attract more people. Our analysis further illustrates that net provincial mobility has a stronger relationship with in-migration compared to out- migration.The second essay examines the effect of local market conditions (LMC) on provincial mobility based on Canadian Survey of Labour and Income Dynamics (SLID) from 1993-2011. For measuring local market conditions at the provincial level, we consider two commonly used indices in the literature; one is based on employment growth (Bartik, 1991; Blanchard et al., 1992) and the other one is the unemployment rate. Our findings suggest that local market conditions of the original province rather than a destination province play a significant role in triggering inter-provincial migration. We find that less educated and young individuals are more likely to stay in response to increase in employment growth. However, in response to increase in the unemployment rate, less educated individuals are less likely, and young individuals are more likely to move out of the province of origin. To have a deeper look about the impact of the local market condition on provincial mobility we estimate five different frequencies of mobility. This suggests that shorter frequency of mobility provides more accurate picture how local market conditions affect provincial migration compared to census data. We also find that the effect of employment growth and the unemployment rate of the original province on provincial mobility, build up gradually. However, the effect of unemployment rates of the destination province on provincial migration declines over time.Finally, the third essay represents the characteristics and the mover-stayer wage gap of provincial movers. Each year a considerable number of people move across provinces of Canada. Some provinces are losing, and some provinces are gaining skilled workers. However, there are not many studies investigate "Who moves and Who Stays behind." By using Canadian longitudinal data set "Survey of Labor and Income Dynamics (SLID)" from 1993-2011, we find that individuals from both education and age groups prefer to stay in Alberta and British Columbia, and Quebec is far behind than Ontario in retaining above average workers. This study also examines pre-move and post-move wage difference of provincial movers and stayers in the same locality. Our results suggest that the mover-stayer wage gap varies across education and age groups and also depend on the employment status. In analyzing the wage pattern of mover-stayer wage gap, our study also reveals that wage differential between movers and stayers disappears after few years of the provincial move. In analyzing occupational mobility among provincial movers our findings demonstrate that provincial movers remain in the same occupation earn the most and provincial mobility pays, but occupational mobility does not.

Book excerpt: The thesis begins with an introductory chapter that discusses the current state of occupational licensing research and motivates the analysis through the importance of occupational licensing, similar to unionization, to both labour market theory and public policy. The first paper in this thesis asks whether or not Canadian licensed workers earn higher wages than unlicensed workers. The paper also compares licensing pay premium to union wage premium. Based on longitudinal data from the Canadian Survey of Labour and Income Dynamics (SLID) from 1993 to 2011, a pay premium of approximately 12.0% is estimated for occupational licensing, slightly higher than the union wage premium, as 9.0%. These results are based on a cross-section of respondents using Ordinary Least Square (OLS) estimates. Fixed-effect estimates from the longitudinal data (2.6% and 4.0% for licensing and unionization, respectively), however, are much lower than the OLS amounts, suggesting the importance of unobservable factors that are correlated with licensing and union status in determining the wage premium of workers. The second paper further investigates whether or not wage premiums are uniform across the wage distribution. Using unconditional quantile regression methods, I investigated how occupational licensing and unionization impact the wage distribution of Canadian workers between 1998 and 2014. Unionization decreases wage inequality in upper-wage earners, but increases wage inequality in lower-wage earners. Occupational licensing, on the other hand, increases inequality across the entire wage distribution. The third paper focuses on the impacts of occupational licensing and unionization on young workers inter-provincial mobility decision. Using Canadian Longitudinal data from the Canadian Survey of Labour and Income Dynamics (SLID) from 1993 to 2010, the results of both multilevel modeling analysis and linear probability models with clustered standard errors show that, unlike unionization which restricts labour mobility, individualsâ licensing status is not correlated with the likelihood of moving across provincial boundaries for young Canadians aged 21-34. The final component of the thesis is an Appendix that presents a newly constructed occupational licensing index, which is based on an authoritative Canadian jurisdictional review. I define occupational licensing based on the exclusive-right-to-practice clause, and occupational certification based on the exclusive-right-to-title clause in the legislation, and construct licensing indicators to carry the empirical analyses of the effects of occupational licensing in Canada.

The first essay examines the relationship between information-processing skills, educational attainment, and labour market outcomes among Indigenous peoples in Canada, and uses the 2012 Programme for the International Assessment of Adult Competencies (PIAAC). Relative to the non-Indigenous sample, this study finds negative earning differentials, lower information-processing skills, higher unemployment, lower employment and labour market participation among Indigenous peoples. The results show a positive relationship between skills and earnings and there is no evidence of economic discrimination based on the returns to skills which are very similar for both groups. The results also imply the need to consider barriers to education faced by Indigenous peoples. The second essay measures and examines the gender gaps in the health status among Indigenous adults living off-reserve in 2001, 2006 and 2012 with three corresponded Aboriginal People Surveys (APS). It shows that the self-rated general health gap between Indigenous males and females widened from 1.6 to 5.2 percentage point between 2001 and 2012. Oaxaca-Blinder decomposition shows that differences in the observable characteristics between males and females explain more than half of the gender difference in good general health. Specifically, the results indicated that improving socioeconomic status and participation in traditional activities of females to the level of males will effectively reduce the gender health gap among Indigenous peoples in Canada. The third essay investigates the causal detrimental effect of Ramadan fasting during pregnancy on infant birth weight and fraction of male births in Canada. With seven million birth record from 1990-2016 Canadian Vital Statistics Birth Record, and large variation in daylight hours within geographic locations over time, as well as across locations, this study also enables estimations of a large amount variation in Ramadan fasting hours. The results show that babies of Muslim mothers have lower average birth weight and are more likely to be below the low birth threshold. Moreover, once the extreme fasting hours are removed, modest reductions are found in birth weight associated with Ramadan falling on the ninth, seventh or fifth month of pregnancy.

The influence of extraordinary events such as the election of a separatist government in Quebec and the closure of the east coast cod fishery is also considered. They look at why we ought to be concerned about public policies that interfere with market-based incentives to move, provide a wealth of information on interregional differences in public policies and market conditions, and examine what other researchers have discovered about fiscally induced migration, culminating in a discussion of the likely impact of various policy changes on migration and provincial unemployment rates. The authors' assessment of the lessons to be learned from their own and past research on policy-induced migration in Canada will be of interest to students of migration and policy makers alike.

Book excerpt: This study estimates the impact of interprovincial and international migration on interprovincial trade using annual data from 1981- 2016 for Canadian provinces. We apply both the gravity and the spatial trade models for estimation using a number of panel estimators. We find that the endogeneity issue should be addressed when estimating the relationship between migration and interprovincial trade. Estimated results show that interprovincial and international net migrations are positive and significant determinants for interprovincial trade of Canada. Interprovincial immigration is more influential than international immigration in explaining interprovincial trade. Interprovincial imports are influenced more by interprovincial and international migration than interprovincial exports. Province-wise estimates indicate that Quebec, British Columbia, Saskatchewan, and New Brunswick are positively affected by interprovincial migration. Among them, all except New Brunswick are also positively affected by international migration. The gravity and the spatial trade models are useful to explain Canadian interprovincial trade. The pooled OLS, fixed effects, 2SLS and SGMM estimators are used in this study. Our results are robust to different estimation methods and alternative measures using both the flow and the stock net migration in Canada’s provinces.
