Book excerpt: Households experience multiple shocks, among which health-related and agricultural-related shocks are the most frequent shocks in developing economies. Households' exposure to shocks contributes more to the risk of being food insecure than a poor resource endowment (Azeem et al., 2016). Moreover, in low-income countries about 3.5 million mothers and children under the age of five die every year because they are undernourished (FAO, IFAD, UNICEF, WFP AND WHO 2017). Sub-Sahara Africa is the region with the highest prevalence of undernourished people (22 percent) and stunted children (30 percent) (FAO, IFAD, UNICEF, WFP AND WHO 2017). Three of the seventeen Sustainable Development Goals are to eliminate hunger, improve child education and health outcomes. This dissertation is a collection of three essays evaluating the persistent effect of shocks on food insecurity and the association between food insecurity and educational outcome and growth among children. For all the essays, I use data from three rounds of the Nigeria General Household Survey Panel (NGHSP) collected in 2010/2011, 2012/2013, and 2015/2016. In general, results from this dissertation show that shocks have a persistent and heterogeneous effect on food insecurity, and food insecurity has an adverse effect on school enrollment and growth. The first essay evaluates the persistent effect of household shocks on food insecurity. The paper uses fixed-effect analysis techniques, to control for household time-invariant characteristics, and imposes a two-year gap between the shock occurrence and the measure of household food insecurity, to ensure a clear direction of the impact. The results from this paper show a heterogeneous effect of shocks: households who have experienced illness of an adult working member or harvest failure from poor rain are at a risk of food insecurity for several years. Households harmed by transitory price shocks, on the other hand, are vulnerable to food insecurity only for a relatively short period. The second essay investigates the effect of household food insecurity on enrollment among school age. The paper addresses the issue of endogeneity in food insecurity by using rainfall and price of rice as instrumental variables, and employs Probit-Instrumental Variables (IV) and Two-Stage Least Squares (2SLS)-IV models. The results show that children in food insecure households are less likely to be in school, and this result is more pronounced among children in rural areas compared to those in urban areas. The third essay investigates the consequences of food insecurity on children's growth, namely Height-for-Age and Weight-for-Age z-scores using Ordinary Linear Squares (OLS) technique, while controlling for previous child's z-scores. Results show that children who live in food insecure households have low weight and height for their age, but the timing of food insecurity matters. In the case of Nigeria, post-planting food insecurity has a larger effect on weight-for-age and height-for-age than post-harvest measures and these effects can be seen several years later.

Book excerpt: Against the backdrop of high international food and fertilizer prices, this paper discusses food insecurity in Nigeria, investigates its drivers in a cross-country setting, and assesses the role of policies. Using two proxies for food security, we find that high per capita consumption, high yields and low food inflation support food security. Cross-country estimates of yields and production provided by the FAO/OECD reveal that use of inputs is lower in Nigeria than in other countries, and that policies to raise crop yields positively correlate with better food security conditions. The paper also uses detailed domestic commodity price indices to assess linkages with international prices and the role of import bans. Central bank policies for funding agriculture and import bans have not managed to stimulate agricultural output nor moderated the impact of international food prices. Rather, policies should focus on use of inputs that are severely underused in Nigeria as elsewhere in SSA.

Book excerpt: The effect of the COVID-19 pandemic on households’ income, jobs, and food security have continued despite perceptible reductions in transmission and lifting of restrictive policy measures in several countries. To assess these effects on Nigerian households, we collected household data in the initial three months after the outbreak of the pandemic (July 2020). To track the changes since the first survey, we conducted a follow-up phone survey with the same households a year later (July 2021). We undertook a comparative analysis between the two surveys focusing on key variables such as income loss, job loss, food security, and dietary diversity. The study also investigated how changes in income, wealth/endowments, social capital, safety net programs, and recurrent conflicts affected the severity of food insecurity amid the pandemic. We found that both income and jobs have rebounded significantly (by 50 percentage points) compared to the baseline results. In terms of food insecurity, households with “severely food insecure” situations dropped from 73 percent in the first survey to 65 percent in the follow-up survey. We also found a 5-percentage point improvement in the household dietary diversity scale in the follow-up survey. However, households reported an increase of more than 70 percent in conflicts or insecurity threats amid the pandemic. This affected farm investment decisions in 44 percent of smallholder farmers surveyed. While income loss significantly worsened households’ food insecurity; livestock ownership and social capital cushioned households from falling into a more severe food insecurity situation. However, safety net programs provided by the government and NGOs did not significantly protect households from falling into severe food insecurity amid the pandemic. We suggest four policy propositions: prioritize investment in job creation to curb income loss; enable households to build their wealth base (e.g., land tenure security or livestock) to enhance resilience to shocks; revisit targeting approaches of safety net programs to enhance effectiveness of such programs; and finally, devise and implement conflict resolutions to induce investment and enhance productivity.

Book excerpt: Many studies have reported staggering levels of food insecurity and highlighted important socioeconomic correlates of food poverty in Nigeria. Yet, a more nuanced assessment is required to determine how food insecurity relates to other aspects of household socioeconomic wellbeing and how traditionally vulnerable groups avoid food insecurity while others with high levels of resources experience food insecurity. Further, food insecurity is often treated as a static indicator but may be episodic. Accordingly, further attention to the correlates and implications of persistent and transitory food insecurity is warranted. The present study draws on relevant theoretical frameworks to advance our knowledge about household food insecurity and wellbeing in Nigeria. Using nationally representative and panel data from the Nigeria General Household Survey (n= ~4700 households), the study: 1) analyzes the sociodemographic correlates (including wealth index) of persistent and transitory household food insecurity in Nigeria; 2) examines three mechanisms by which the presence of two vulnerable populations (children and older adults with a disability) in the household relate to household food insecurity; and 3) investigates the association between household food insecurity and child malnutrition and how the relationship is modified by community-level characteristics. The findings reveal that household food insecurity presents a very different picture of household socioeconomic wellbeing than many other measures of household socioeconomic status. The results reaffirmed the episodic nature of poverty, including food insecurity. Whereas only half of Nigerian households were food insecure in 2010, the majority had experienced food insecurity by 2013. Persistently food secure households were more economically advantaged than persistently food insecure households. Yet, chronically food insecure households were not predominantly uneducated, unemployed, or without support. Inadequate access to financial support does not explain the gap in the experiences of food insecurity between households with vulnerable populations and those without vulnerable populations. But, the longer time spent collecting cooking fuel by households with children partially account for their vulnerability to severe food insecurity. Household food insecurity was significantly related to under-five malnutrition but the association is complex. The findings of this dissertation provide new insights into processes underlying household food insecurity and their implications for child wellbeing.

Dealing with the issue entails tackling the problems faced by the principal food producers, which are the rural smallholder farmers. Using the farming systems approach, this book focuses on an exposition of the underlying factors affecting food insecurity and poor living standard among rural families in the humid zones of Nigeria. Through multistage stratified sampling procedure, primary data was collected by field survey from 31 villages in Osun state. The analytical tools include descriptive statistics, econometric and the goal-programming model. Specific peculiarities of each household member was utilised for deriving calorie balance. Results show that poor living standard and food insecurity could be adduced to poor infrastructure, low input and resource availability. 59% and 41% of the households are calorie sufficient and deficient respectively. Modelling results reveal the negative impact of increasing risk factors that guides production decisions and some level of resource under utilisation and misallocation in actual practice partly adduced to risk avoidance behaviours therefore, the greater potential for farm families to be able to meet up with their food security goals through appropriate actions. Impact assessments show the need for improved cropping practices, credit facilities, land tenure changes and changes in the cocoa sector to improve food security.

Book excerpt: The aggregate index of agricultural production in Nigeria which has virtually remained in the hands of small holders has been on the decline thereby hindering the country's historical challenge of providing the basic needs for the people. Meanwhile, the country as a member of the United Nations has keyed into the number one goal of the Millennium Development Goals (MDGs) which is halving poverty and hunger by 2015. It is therefore against this background that this paper examines generally the problem of food insecurity in Nigeria and sustainable development. Other specific objectives include examining the causes and effects of food insecurity in Nigeria, identifying policies formulated, and evaluating the policies in order to make appropriate recommendations. The study found that the root causes of food insecurity include: poverty, corruption and national policies that do not promote equal access to food for all; and also that the country lacks storage and mechanization facilities and thus spends substantial income from oil on food importation. Research, farmers and extension linkages was poor. Therefore, it is recommended that there is need for a strong political will to transform the predominantly small holders to become efficient as is the case with the Japanese experience by ensuring that food storage policy place emphasis on small scale food storage operations, the mechanization of Nigerian agriculture must be based largely on indigenous engineering initiative and research-extension-farmers linkages be strengthen and Nigeria will bid farewell to food insecurity for sustainable development.

The main reason for this increase were price shocks. This incident highlighted a huge vulnerability in Nigeria's food system, the vulnerability to price shocks. Incidences such as poverty and conflicts magnify the frequency of food insecurity. The ability to reduce vulnerabilities while addressing existing issues in food production and supply depends on a stable economy and innovative policy. As a major oil exporter, Nigeria's economy is affected by oil price fluctuations. This paper analyses the extent of the effect and how such volatility could increase vulnerability in the food system. The analysis in this treatise examines economic and agricultural factors to identify trends that negatively affect Nigeria's current food system.. Oil prices were significant in explaining variation in food price shocks and Gross Domestic Product (GDP). Food price shocks are one of the symptoms of economic downturns. Agricultural innovation, and economic policies need to be formulated to prevent such shocks in the future. Given the dependency of economic performance on oil prices, a major move would be to diversify the Nigerian economy; with adequate attention being paid to agriculture. This research is presented in five chapters. Chapter one is an Introduction to the food security problem in Nigeria. Chapter Two is a literature review that explores Nigeria's agricultural development and socioeconomic factors that compromise food security. Chapter three renders data analysis using graphs and two econometric models to analyze the relationship between the Nigerian economy, food security and oil prices. Chapter Four is devoted to a critical appraisal of the multidimensional problem of food security. The discourse concludes with Chapter Five summarizing findings, recommendations and conclusion.
