Book excerpt: This dissertation is composed of three chapters economic modeling and environmental policy evaluation. The first chapter explores the conflicts between preserving natural resources and economic activities. This paper establishes a model to estimate the threshold for the landowners to preserve the natural resource or do economic activities by taking the potential option value (from uncertainty and the irreversibility) into account when they need to decide between these two choices. By employing the real options theory with the numerical method, we could evaluate how the choices will be made towards this dilemma from the perspective of landowners. As an application, the result could provide a reliable and precise policy indication for the government to perform a more rational compensation policy toward natural resource protection than before. The second chapter investigates the impact of monetary policy on climate change. Climate change has been recognized as the most significant externality of today’s global economy. Current research has been predominantly focused on fiscal policy, which will be subject to the political environment. This paper establishes a dynamic general equilibrium model of a closed economy to find the optimal monetary policy under climate change to reduce carbon emissions and encourage the application of renewable energy. We evaluate how renewable energy firms, fossil fuel energy firms, and general goods production firms will respond to different monetary policies from the central bank. As an application, our results could provide a reliable policy tool for decision-makers to meet specific climate goals and encourage a transition to renewable energy. The third chapter provides a way to do the sustainability analysis of the Great Lakes region. The economic impact of climate change on key economic sectors has been studied for a long time. This study established an integrated energy- environmental-economic dynamic recursive computable general equilibrium model. Using this spatial computable general equilibrium (CGE) model, we show how to analyze environmental sustainability and individual well-being resulting from changes in the Great Lakes area’s complex economic and environmental systems. Our general equilibrium framework models interactions between human (economic, behavioral, social) and the environment and represent the interactions between local, regional, national, and global systems across space. This paper provides a tool to understand these linkages between economic agents and different sectors for the policymakers. So, they could use our work to assess the risk that may impact agriculture, energy, and manufacturing sectors under climate change and devise a related policy to maximize the welfare of its population and economy sustainably.

Book excerpt: As problems like rising temperatures, declines in global biodiversity, and the great pacific garbage patch can attest, environmental sustainability is arguably emerging as the issue of the 21st century. It is also an issue that holds the ignominy of being highly complex, and likely to influence every aspect of government and modern society. For many of the most difficult problems in environmental sustainability, like climate change or sustainable development, the pursuit of long-term sustainability is as much about the journey as it is the outcome. Across three essays connected by public policy, markets, and the environment, I detail some of the ways demand for greater environmental sustainability will change governments, firms, and society. I also offer a pathway for future research in environmental governance, environmental policy, and education.In chapter one, I explore the potential impact of unseasonably warm and cold temperatures, as expressed as variations from monthly averages, and particulate matter pollution (PM2.5), on three measures of input productivity for firms engaged in manufacturing: labor, capital, and total factor productivity (TFP). Results suggest that value-added labor, capital, and TFP are negatively affected by large variations in daily average temperatures. Both value-added labor and TFP are adversely affected by unseasonable warmth, while value-added capital is affected by unseasonable cold. Labor productivity is also negatively affected by increases in PM2.5. If climate change produces a warmer climate and less stable daily temperatures, this will have important implications for how firms allocate resources between labor, capital, and technology, and have ramifications for both labor markets and climate change adaptation policy.In chapter two, I exploit the unique longitudinal characteristics of the Thomson Reuters ESG database to investigate whether investors support efforts by firms to become more environmentally sustainable. Across three regions and three categories of environmental corporate social responsibility, I find evidence that investors often penalize firms for their environmental efforts. In North America, investors penalize firms for emissions efficiency and overall environmentalism; in Asia Pacific, they penalize resource efficiency; and in Europe, investors penalize environmental innovation and overall environmentalism. Globally, results show that a one unit increase in firm-level environmentalism on a 0-100 scale reduces market capitalization by about 75 cents per $100 of total capitalization. Likewise, building a passive portfolio of the top 10 percent of environmentally friendly firms underperforms the broader market. On average globally, investing $10,000 in the top 10 percent of firms for average environmentalism reduces the hypothetical investor's annual returns by about $129.In chapter three, I investigate environmental sustainability within the context of Public Administration (PA). While greater preemptive research in environmental sustainability is needed, I show that PA research generally lags political and social changes to administrative organizations. I review the philosophical and practical difficulties of environmental sustainability as it relates to public administration, and I develop a framework for future research. Finally, I review MPA programs to see how environmental sustainability is treated by the field, and how PA is engaging with future researchers. Of the top 18 PA departments with MPA programs, four offer a specialized masters with a focus on sustainability, with nine offering at least one course using sustainability as the primary pedagogical tool. Teaching is primarily conducted by non-PA scholars, suggesting PA lacks proprietary knowledge of environmental sustainability.

Book excerpt: In face of the crisis in energy security, environmental contamination, and climate change, energy saving and carbon emission reduction have become the top concerns of the whole human world. To address those concerns, renewable energy and energy efficiency are the two fields that many countries are paying attention to, which are also my research focus. The dissertation consists of three papers, including the innovation behavior of renewable energy producers, the impact of renewable energy policy on renewable innovation, and the market feedback to energy efficient building benchmarking ordinance.Here are the main conclusions I have reached in this dissertation. First, through the study on foreign patenting intention with the case study of Chinese solar PV industry, I looked at the patenting behaviors of 15 non-Chinese solar PV producers in solar PV technologies in China, and pointed out that foreign firms may file patents in the home country or production base of their competitors in order to earn the competitive edge in the global market. The second study is about the "Innovation by Generating" process. I specifically focused on Renewable Portfolio Standard (RPS) in the United States and the innovation performance within each state, and found out that wind power generation in RPS states has developed rapidly after the adoption of RPS, while the "Innovating by Generating" effect is more significant in solar PV technologies. In general, the innovations of the two technology groups are not prominently encouraged by RPS. My last study is about the benchmarking law and market response in the scenario of Philadelphia Benchmarking Law. By comparing the rental rate of LEED/EnergyStar buildings and ordinary buildings in the city of Philadelphia before and after the adoption of the building energy efficiency benchmarking law, I believe that the passage of Philadelphia Benchmarking Law may be helpful in improving the public awareness and understanding of energy efficiency information of buildings.

Book excerpt: In this dissertation, I present three essays that consider the environmental consequences of technological change, from an international perspective. The first two chapters use firm-level production data to estimate the response of CO2 emission intensity to changes in competition in foreign markets. The first chapter estimates this response with respect to foreign demand shocks, i.e., a positive shock to exports. The second chapter exploits a specific liberalization episode to estimate the impact with respect to foreign competition shocks, i.e., a negative shock to exports. Both papers are co-authored with Helene Ollivier. The final chapter analyzes the decision to adopt genetically engineered seeds in different countries around the world, and the attendant impacts on supply and land-use. This last chapter is co-authored with David Zilberman and Steven Sexton and was previously published in Environment and Development Economics. The first chapter investigates the impact of exporting on the CO2 emission intensity of manufacturing firms in India. Recent papers have argued that export market access encourages firms to upgrade technology, which lowers the emission intensity of production; however, data limitations confound previous attempts to separately identify productivity impacts from simultaneous changes in prices and product-mix. We present a model of how these alternative channels could also explain the results documented in the literature. Then, using a highly detailed production dataset of large Indian manufacturing firms that contains information on physical units of inputs and outputs by product, we are able to decompose the overall firm impact into three components -- prices, product-mix, and technology. Export impacts at the firm level are identified from import demand shocks of foreign trading partners. We find that prices systematically bias down estimates of emission intensity in value, that firms adjust emission intensity in quantity through changing output shares across products, but that firms do not lower emission intensity within products over time (technology). The results imply that the productivity benefits from market integration alone are not enough to induce clean technology adoption. The second chapter investigates the ``third-party'' impact of trade liberalization on the environmental performance of firms in countries that lose market share as a result of the liberalization. If competition matters for exporting (as previous research indicates), and exporting matters for emission intensity, then emission intensity reductions in liberalized markets may be offset by emission intensity increases in countries peripheral to the liberalization. To test for this indirect effect, we exploit quasi-natural variation arising from the elimination of quota constraints on textile and apparel exports to the US between 1994 and 2007. Using a detailed panel of production and emission data at the firm-product level, we find that Indian exporters in Prowess lost on average 14% export sales as a result of liberalized trade between the US and India's competitors. This loss of export sales was accompanied by an increase in CO2 intensity of 9%. The results do not appear to be due to fuel-switching, but there is suggestive evidence that capital investments and switching to higher emission intensity varieties may have played a role. Overall, the results support the importance of international competition for production and pollution decisions of firms around the world. The final chapter uses aggregate data to estimate supply, price, land-use, and greenhouse gas impacts of genetically engineered (GE) seed adoption due both to increased yield per hectare (intensive margin) and increased planted area (extensive margin). An adoption model with profitability and risk considerations distinguishes between the two margins, where the intensive margin results from direct ``gene" impacts and higher complementary input use, and the extensive margin reflects the growing range of lands that become profitable with the GE technology. We identify yield increases from cross-country time series variation in GE adoption share within the main GE crops- cotton, corn, and soybeans. We find that GE increased yields 34% for cotton, 12% for corn and 3% for soybeans. We then estimate quantity of extensive margin lands from year-to-year changes in traditional and GE planted area. If all production on the extensive margin is attributed to GE technology, the supply effect of GE increases from 5% to 12% for corn, 15% to 20% for cotton, and 2% to 40% for soybeans, generating significant downward pressure on prices. Finally, we compute ``saved" lands and greenhouse gases as the difference between observed hectarage per crop and counterfactual hectarage needed to generate the same output without the yield boost from GE. We find that all together, GE saved 13 million hectares of land from conversion to agriculture in 2010, and averted emissions are equivalent to roughly 1/8 the annual emissions from automobiles in the US.

The global environmental problems if not scientifically managed may end up in the civilizational collapse. Nevertheless, the underlying commonality among these environmental issues is interrelatedness, complexity, and difficulty in identifying and implementing solutions. The global environmental challenges can be managed by adopting sustainable green technologies which dovetails the principles of environmental sustainability with social and ecological sustainability. Green growth is construed as a new development paradigm that sustains economic growth while at the same time ensuring environmental sustainability.
