Management of a groundwater system, an aquifer, or a system of aquifers, means making such decisions as to the total quantity of water to be withdrawn annually, the location of wells for pumping and for artificial recharge and their rates, and control conditions at aquifer boundaries. Not less important are decisions related to groundwater qUality. In fact, the quantity and quality problems cannot be separated. In many parts of the world, with the increased withdrawal of ground water, often beyond permissible limits, the quality of groundwater has been continuously deteriorating, causing much concern to both suppliers and users. In recent years, in addition to general groundwater quality aspects, public attention has been focused on groundwater contamination by hazardous industrial wastes, by leachate from landfills, by oil spills, and by agricultural activities such as the use of fertilizers, pesticides, and herbicides, and by radioactive waste in repositories located in deep geological formations, to mention some of the most acute contamination sources. In all these cases, management means making decisions to achieve goals without violating specified constraints. In order to enable the planner, or the decision maker, to compare alternative modes of action and to ensure that the constraints are not violated, a tool is needed that will provide information about the response of the system (the aquifer) to various alternatives.

Book excerpt: A large part of the global population lives in arid lands which have low rainfall and often lack the water required for sustainable population and economic growth. This book presents a comprehensive description of the hydrogeology and hydrologic processes at work in arid lands. It describes the techniques that can be used to assess and manage the water resources of these areas with an emphasis on groundwater resources, including recent advances in hydrologic evaluation and the differences between how aquifer systems behave in arid lands versus more humid areas. Water management techniques are described and summarized to show how a more comprehensive approach to water management is required in these areas, including the need to be aware of cultural sensitivities and conditions unique to many arid regions. The integration of existing resources with the addition of new water sources, such as desalination of brackish water and seawater, along with reusing treated wastewater, will be required to meet future water supply needs. Also, changing climatic conditions will force water management systems to be more robust so that future water supply demands can be met as droughts become more intense and rainfall events become more intense. A range of water management techniques are described and discussed in order to illustrate the methods for integrating these measures within the context of arid lands conditions.

Geoscientists are concerned with three dimensional spatial observations, measurements, and explanations of a great variety of phenomena. The representation of three-dimensional data has always been a problem. Prior to computers, graphical displays involved specialized maps, cross-sections, fence diagrams, and geometrical constructions such as stereonets. All were designed to portray three-dimensional relationships on two-dimensional paper products, and all were time consuming to develop. Until recently, computers were of little assistance to three-dimensional data handling and representation problems. Memory was too expensive to handle the huge amounts of data required by three-dimensional assessments; computational speeds were too slow to perform the necessary calculations within a reasonable time; and graphical displays had too Iowa resolution or were much too expensive to produce useful visualizations. Much experience was gained with two-dimensional geographic information systems (GIS), which were applied to many land-use management and resource assessment problems. The two-dimensional GIS field matured rapidly in the late 1980's and became widely accepted. The advent of the modern computer workstation, with its enhanced memory and graphical capabilities at ever more affordable prices, has largely overcome these earlier constraints.

Many coastal areas are also heavily urbanized, a fact that makes the need for freshwater even more acute. Coastal aquifers are highly sensitive to disturbances. Inappropriate management of a coastal aquifer may lead to its destruction as a source for freshwater much earlier than other aquifers which are not connected to the sea. The reason is the threat of seawater intrusion. In many coastal aquifers, intrusion of seawater has become one of the major constraints imposed on groundwater utilization. As sea water intrusion progresses, existing pumping wells, especially those close to the coast, become saline and have to be abandoned. Also, the area above the intruding seawater wedge is lost as a source of natural replenishment to the aquifer. Despite the importance of this subject, so far there does not exist a book that integrates our present knowledge of seawater intrusion, its occurrences, physical mechanism, chemistry, exploration by geo physical and geochemical techniques, conceptual and mathematical modeling, analytical and numerical solution methods, engineering measures of combating seawater intrusion, management strategies, and experience learned from case studies. By presenting this fairly comprehensive volume on the state-of-the-art of knowledge and ex perience on saltwater intrusion, we hoped to transfer this body of knowledge to the geologists, hydrologists, hydraulic engineers, water resources planners, managers, and governmental policy makers, who are engaged in the sustainable development of coastal fresh ground water resources.

The problem of groundwater pollution has appeared, not only in developed countries, but also in developing countries. Ground water pollution is a serious environmental problem that may damage human health, destroy the ecosystem, and cause water shortage.
