While these same classifications reported the highest number of accidents last year, some changes are to be noted. The Logging and Sawmills Classification had the most accidents with its total of or of all reported accidents, th1s classification also was in the lead in the previous year. However, this figure is lower than that of the previous year at which t1me a total of accidents was reported. The Garages and Mechanics Classification remained second high, reporting or of all accidents recorded with the Board. This figure also is less than the one of the previous year. Again, as against this, they had seen many cases of like nature appealed to the higher courts and reversed, resulting in dependent orphans being left to the cold charity of the world. To change this deplorable and unsatisfactory condition the Governor counselled the Legislature in his message as follows. Legisla tion of the nature described clearly evidenced the changed condition of public opinion and the relation of employer to employe in this state, when its legislative body, by practically a unanimous vote, passed a measure providing for the com pensation of the unfortunate victims of industrial accidents. The wisdom, justice and economy of such legislation 'has now become so universally recognized in every corner of this state that argument in its favor is really unnecessary. Accidents are incidental to industrial enterprises, and be cause this is true, the Industry is responsible to the injured workman and should bear the cost of accidents. Book excerpt: Excerpt from Eleventh Annual Report of the Industrial Accident Board: For the Twelve Months Ending June 30th, 1926 During the fiscal year ending June 30, 1926, accidents were reported to and handled by the Board. This is 988 more cases than were handled during the preceding year and is by far the greatest number of accidents handled in any single year since the creation of the department. The total amount paid out in compensation under all plans was $750, during the year. This is a far larger compensation disbursement than has heretofore been made in any single year. It is approximately more than the disbursement for the preceding fiscal year. The increased disbursement is due, of course, to two causes. First, the increased number of accidents and secondly, the fact that the last legisla ture liberalized and increased the amount of compensation benefit pay able in many cases.
