The late 1960s was a time of revolutionary ferment throughout the world. Yet so much was in flux during these years that it is often difficult to make sense of the period. In this volume, distinguished historians, filmmakers, musicologists, literary scholars, and novelists address this challenge by exploring a specific issue—the extent to which the period that we associate with the year 1968 constituted a cultural revolution. They approach this topic by comparing the different manifestations of this transformational era in Europe and Latin America. The contributors show in vivid detail how new social mores, innovative forms of artistic expression, and cultural, religious, and political resistance were debated and tested on both sides of the Atlantic. In some cases, the desire to confront traditional beliefs and conventions had been percolating under the surface for years. Yet they also find that the impulse to overturn the status quo was fueled by the interplay of a host of factors that converged at the end of the 1960s and accelerated the transition from one generation to the next. Book excerpt: Japan: The "other," lesser-known 1968 The analysis of May 68 in Paris, Berkeley, and the Western world has been widely reconsidered. But 1968 is not only a year that conjures up images of Paris, Frankfurt, or Milan: it is also the pivotal year for a new anti-colonial and anti-capitalist politicsto erupt across the Third World, a crucial and central moment in the history, thought, and politics of Asia, Africa, the Middle East, and Latin America. Japan's position -- neither in "the West" nor in the "Third World" --provoked a complex and intense round of mass mobilizations through the 1960s and early 70s. Although the "'68 revolutions" of the Global North -- Western Europe and North America -- are widely known, the Japanese situation remains remarkably under-examined globally. Beginning in the late 1950s, a New Left, independent of the prewar Japanese communist moment (itself of major historical importance in the 1920s and 30s), came to produce one of the most vibrant decades of political organization, political thought, and political aesthetics in the global twentieth century. In the present volume, major thinkers of the Left in Japan alongside scholars of the 1968 movements reexamine the theoretical sources, historical background, cultural productions, and major organizational problems of the 1968 revolutions in Japan.

The author interviewed international officials, studied the documents of the agencies involved, and reviewed the relevant literature in an intensive investigation of the political role played by international secretariats of United Nations organizations. He suggests that various factors are involved in determining the role of these secretariats--size, types of functions, the degree of control exercised by member governments, the relative technical expertise of these governments and secretariat officials, the personalities of these officials. An original conclusion is reached: civil services, at least at the international level, do not necessarily play a significant policy-making role in their organizations.

Book excerpt: For seven days in April 1968, students occupied five buildings on the campus of Columbia University to protest a planned gymnasium in a nearby Harlem park, links between the university and the Vietnam War, and what they saw as the university’s unresponsive attitude toward their concerns. Exhilarating to some and deeply troubling to others, the student protests paralyzed the university, grabbed the world’s attention, and inspired other uprisings. Fifty years after the events, A Time to Stir captures the reflections of those who participated in and witnessed the Columbia rebellion. With more than sixty essays from members of the Columbia chapter of Students for a Democratic Society, the Students’ Afro-American Society, faculty, undergraduates who opposed the protests, “outside agitators,” and members of the New York Police Department, A Time to Stir sheds light on the politics, passions, and ideals of the 1960s. Moving beyond accounts from the student movement’s white leadership, this book presents the perspectives of black students, who were grappling with their uneasy integration into a supposedly liberal campus, as well as the views of women, who began to question their second-class status within the protest movement and society at large. A Time to Stir also speaks to the complicated legacy of the uprising. For many, the events at Columbia inspired a lifelong dedication to social causes, while for others they signaled the beginning of the chaos that would soon engulf the left. Taken together, these reflections present a nuanced and moving portrait that reflects the sense of possibility and excess that characterized the 1960s.
