Book excerpt: This book examines the public stockholding policies of selected developing countries from the perspective of WTO rules and assesses whether the provisions of the Agreement on Agriculture (AoA) could hamper these countries’ efforts to address the challenges of food security. Further, it highlights the need to amend the provisions of the AoA to make WTO rules just and fair for the millions of people suffering from hunger and malnutrition in developing countries. This book highlights that 12 countries namely China, Egypt, India, Indonesia, Jordan, Kenya, Morocco, Pakistan, Tunisia, Turkey, Zambia and Zimbabwe are facing or will face problems in implementing the food security policies due to the provisions under AoA. These provisions need to be amended for permitting developing countries to address hunger and undernourishment. Progress in WTO negotiations on public stockholding for food security purposes are also discussed and analysed. The findings of this study greatly benefit trade negotiators, policymakers, civil society, farmers groups, researchers, students and academics interested in issues related to the WTO, agriculture and food security.

However, as Chen argues here, another significant factor has been overlooked. The current food insecurity is not absolute food shortage, since global food production still exceeds the need of the entire world population, but a problem of how to secure access to resources. Distorted agricultural trade undermines world food distribution, and uneven distribution impedes people’s access to food, particularly in poor developing countries. Examining EU and US agricultural policies and World Trade Organization negotiations in agriculture, the author argues how they affect the international agricultural trade, claiming that current food insecurity is the result of inequitable food distribution and trade practices. The international trade regime is advised to reconcile trade rules with the consideration of food security issues. Several other enforceable solutions to reduce world hunger and malnutrition are also advanced, including national capacity building, the improvement of governance, and strategic development of biofuel programs. This book will be of great interest to agricultural trade professionals and consultant policy makers in the EU, US and developing countries. Book excerpt: The WTO Agreement on Agriculture (AoA) is the predominant multilateral legal framework governing agricultural trade. The objective of the AoA is to liberalize trade in agriculture through reductions in tariffs, domestic support and export subsidies. The AoA has not, however, 'leveled the playing field' and has not resulted in the equitable distribution of food, particularly for the poorer developing countries. On the other hand, support for small farmers does not ensure food security for the poor. While food security has no simple solutions such as 'free trade is good for you', reform proposals for trade rules which only address agricultural policy instruments fail to account for consumer and other interests: neither tariff reductions and subsidy disciplines, nor safeguards and other measures of producer protection can automatically increase food security. Rather, what is needed is the full and proper implementation of a number of commitments which the international community has already entered into in various human rights treaties, but which even the envisaged results of the now failed Doha Round negotiations could not ensure without revisiting relevant multilateral trade and investment rules.

Book excerpt: With the developing world's increasing participation in the global trading system, food security has emerged as a mainstream issue and a potential deal-breaker in trade negotiations, as perceived in the recent Bali Ministerial Conference. While several governments adopt food security programmes as a response to political motivations, it is becoming evident that such programmes, particularly in countries that are net agricultural exporters, are likely to distort global agricultural markets. Undoubtedly, there is a need to contextualize the World Trade Organization (WTO) Agreement on Agriculture to reflect the current trends in agricultural markets. However, an overhaul of the existing global agricultural trading system to allow countries to adopt protectionist food security policies can be detrimental to the economic stability of the global agricultural market. Annex 2 of the WTO Agreement on Agriculture provides developing countries with an opportunity to implement judicious policies to support their rural farming communities and to contribute to the well being of the domestic agricultural sector. Meanwhile, provisions on food aid, calculation of Aggregate Measure of Support and export restrictions on food need to be re-evaluated to make them relevant to current times. Ultimately, the challenge of creating food security within a country is unlikely to be resolved only by a change in WTO disciplines on agriculture: domestic policy initiatives to address issues related to domestic infrastructure and social protection programmes for poor populations will be necessary to achieve a greater impact.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
