The authors provide estimates of the potential economic impacts of (1) complete or partial removal of cotton subsidies and import tariffs globally, and (2) cotton productivity growth through the adoption of genetically modified (GM) cotton varieties. They use the latest version of the GTAP database and model. Their results confirm that-unlike for other agricultural subsidies and tariffs-for cotton it is subsidy reductions rather than tariff cuts that would make by far the largest impact. For Sub-Saharan Africa the potential gains are huge relative to the effects on that region of reforming other merchandise trade policies. And they could be more than doubled if that reform provided the cash for farmers to take advantage of the biotechnology revolution and adopt GM cotton varieties. But those potential gains, and the affordability of switching to costly GM seed, depend crucially on the extent to which high-income countries are willing to lower domestic support to their cotton farmers.

Book excerpt: In World Trade Organization (WTO) Negotiations on agriculture, a group of African countries have proposed that all subsidies for cotton be eliminated by the end of four years. The proposal also advocates compensating African cotton producing countries for revenues estimated to be lost due to cotton subsidies. The United States, which provides substantial production-related subsidies to cotton producers, agrees that cotton subsidies distort trade, but maintains that the issue should be negotiated in a comprehensive manner. Disagreement over the African cotton initiative has blocked progress on an agreement on agriculture in the current round of multilateral trade negotiations known as the Doha Development Agenda (DDA). How to tackle the question of cotton subsidies -- either as a stand-alone initiative or as part of a broader agreement to reduce trade-distorting farm subsidies -- will be on the agenda as DDA negotiations continue in 2004. If the initiative were agreed to as proposed, U.S. cotton producers would no longer be receiving 2002 farm bill marketing loan, loan deficiency, or counter-cyclical payments after four years. Under a U.S. alternative proposal for reduction in trade distorting subsidies, cotton producers could still receive payments under those programs but in reduced amounts. This report will be updated.

The results suggest that by following the lead of China and South Africa, adoption of GM cotton varieties by other developing countries-especially in Sub-Saharan Africa-could provide even larger proportionate gains to farmer and national welfare than in those first-adopting countries. Furthermore, the estimated gains are shown to exceed those from a successful campaign under the World Trade Organization's Doha Development Agenda to reduce and remove cotton subsidies and import tariffs globally.

Book excerpt: Recently, it has become apparent to developing countries in the WTO that their limited bargaining power has, in fact, been a stumbling block to obtaining desired negotiation outcomes in the multilateral trade system. Thus, to execute any fundamental changes to the status quo, there was a need to cluster together, pool resources and form alliances to leverage their collective strength in the negotiations. What remained unclear, however, was what role this increased coalition activity by developing countries played in the current WTO negotiations process. Therefore, the primary purpose of this dissertation is to describe how this shift toward coalitions as a negotiation strategy by developing countries occurred and to consider the possible implications of this coalition strategy for the future of the multilateral trading system. Due to the complexity of the Doha Round, I restricted my area of study to the Doha Round agriculture negotiations as a single case study, since agriculture is the undisputed "locomotive" of the Round, having set the tone for the majority of the negotiations. Using qualitative data, I captured a contextual description of four developing country agriculture coalitions -- Cotton-4, G-20, G-33 and G-90 -- as "nested cases" throughout the agriculture negotiation process from March 2003 to March 2010. I described the function of developing country coalitions in the negotiations by comparing and contrasting aspects of each coalition's negotiation strategy or tactics during the research study period. In sum, I investigate my preliminary assessment of the reason coalition strategy emerged as the dominant negotiation tool for developing countries in this particular WTO Round. I then describe how these coalitions maneuvered in the ongoing negotiations during the study period. At the end of my descriptive comparative analysis, I was able to explain the significance of coalitions as a strategic tool for developing countries in WTO trade rules negotiations as well as assess the specific role that each of the four case study coalitions have played in the negotiation process. In conclusion, the study highlights some of the lessons learned from developing country coalition strategy in this Round. The information derived could serve as a platform for further research in this area and eventually explain the raison d'être behind the negotiated outcomes.

'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture?
