Individuals and governments make decisions about consumption and waste management that affect the daily health, productivity, and cleanliness of communities. Poorly managed waste is contaminating the world’s oceans, clogging drains and causing flooding, transmitting diseases, increasing respiratory problems, harming animals that consume waste unknowingly, and affecting economic development. Unmanaged and improperly managed waste from decades of economic growth requires urgent action at all levels of society. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 aggregates extensive solid aste data at the national and urban levels. It estimates and projects waste generation to 2030 and 2050. Beyond the core data metrics from waste generation to disposal, the report provides information on waste management costs, revenues, and tariffs; special wastes; regulations; public communication; administrative and operational models; and the informal sector. Solid waste management accounts for approximately 20 percent of municipal budgets in low-income countries and 10 percent of municipal budgets in middle-income countries, on average. Waste management is often under the jurisdiction of local authorities facing competing priorities and limited resources and capacities in planning, contract management, and operational monitoring. These factors make sustainable waste management a complicated proposition; most low- and middle-income countries, and their respective cities, are struggling to address these challenges. Waste management data are critical to creating policy and planning for local contexts. Understanding how much waste is generated—especially with rapid urbanization and population growth—as well as the types of waste generated helps local governments to select appropriate management methods and plan for future demand. It allows governments to design a system with a suitable number of vehicles, establish efficient routes, set targets for diversion of waste, track progress, and adapt as consumption patterns change. With accurate data, governments can realistically allocate resources, assess relevant technologies, and consider strategic partners for service provision, such as the private sector or nongovernmental organizations. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 provides the most up-to-date information available to empower citizens and governments around the world to effectively address the pressing global crisis of waste. It was interesting that not much is published about the waste market, although it is a very important sector from an economic and environmental viewpoint. In 2006 we were participants at a very interesting conf- ence on Local Government Reform: privatization and public-private collaboration in Barcelona organized by Germa ` Bel. It was interesting to notice that researchers from Spain, Scandinavian countries, the UK and the USA were studying this issue as well. From this we brought forward the idea to publish a book about the waste market. Because of its legal framework we want to focus on Europe. In this chapter we give an introduction to this book. In the next paragraph we present a short overview of the waste collection market. Since 1960 the importance of the waste sector has increased substantially both in the waste streams and the costs of waste collection and treatment. Furthermore, we discuss policy measures to deal with these increases and give an overview of the different measures in - countries. In the last paragraph we present different chapters of our book. 1. 2 Empirical Update of the Waste Collection Market The Dutch case provides a nice example why studying the waste market is int- esting from an economic point of view.

Accumulation and management of construction wastes is also becoming a major environmental and economical concern in many developing countries. Huge volumes of waste generated end up piled on landfill sites or illegally dumped, posing serious health and ecological problems. In the construction industry, recycling of waste concrete, masonry, cement, gypsum, to mention but a few, has become an important aspect due to the continued increase of construction wastes and depletion of natural aggregates. Why not establish a business system that is specifically designed to do much more value addition to the construction wastes and develop products which are not only in demand locally but internationally, to encourage exports for maximum financial gain. This book aims to analyze the current business model in the construction sector and the current legislation concerning waste management. It also highlights efforts required in order to refine the recycling methods in favor of a circular economy in the constuction industry. In support of a transition to a low carbon economy, different types of materials which can be produced from the construction wastes are indicated including processes which are used to obtain the final products. The market demand including penetration of the resulting products are given extensively. Policies and regulations to govern these undertakings are highlighted also. The municipalities will learn to redirect the local construction industries on how to avoid dumping at landfill sites as the space has currently become an issue. Researchers globally will learn how to go up through the Technology Readiness Levels (TRL) from basic research through prototype development and finally up to commercialization in projects related to the construction.

In Waste Trading among Rich Nations, Kate O'Neill asks why some industrialized nations voluntarily import such wastes in the absence of pressing economic need. She focuses on Britain as an importer and Germany as an exporter and also looks at France, Australia, and Japan. According to O'Neill, most important in determining whether an industrialized democracy imports waste are two aspects of its regulatory system. The first is the structure of the regulatory process—how powers and responsibilities are allocated among different agencies and levels of government—and the structure of the hazardous waste disposal industry. The second is what O'Neill calls the "style" of environmental regulation, in particular access to the policy process and mode of implementation. Hazardous waste management is in crisis in most industrialized countries and is becoming increasingly controversial in international negotiations.
