During that time, nationally prominent leaders maintained that the junior college should provide a terminal education and prepare students for semiprofessional careers. But students used the junior college as a means to further education and greater professional opportunities. Frye argues that the national vision of the junior college had little impact on its development, and that the junior college evolved to meet the professional goals and aspirations of its students. Frye begins by defining the junior college and the ideology promulgated by leading educators during the first half of the twentieth century. He then places this ideology within the context of the social changes which took place between 1900 and 1940, and examines how the vision of the local junior college conflicted with the national vision. This study offers a valuable overview of the impact of shifting demographic patterns and changing social values on the development of the public junior college in its early years. Thus, community colleges were born of contradictions, and continue to be an enigma. This history examines the institutionalization process of the community college in the United States, casting light on how this educational institution was formed, for what purposes, and how has it evolved. It uncovers the historically conditioned rules, procedures, rituals, and ideas that ordered and defined the particular educational structure of these colleges; and focuses on the individuals, organizations, ideas, and the larger political economy that contributed to defining the community college’s educational missions, and have enabled or constrained this institution from enacting those missions. He also sets the history in the context of the contemporary debates about access and effectiveness, and traces how these colleges have responded to calls for accountability from the 1970s to the present.Community colleges hold immense promise if they can overcome their historical legacy and be re-institutionalized with unified missions, clear goals of educational success, and adequate financial resources. This book presents the history in all its complexity so that policy makers and practitioners might better understand the constraints of the past in an effort to realize the possibilities of the future.

Book excerpt: In Local Histories, the contributors seek to challenge the widely held belief that the origin of American composition as a distinguishable discipline can be traced to a small number of elite colleges such as Harvard, Yale, and Michigan in the mid- to late nineteenth century. Through extensive archival research at liberal arts colleges, normal schools, historically black colleges, and junior colleges, the contributors ascertain that many of these practices were actually in use prior to this time and were not the sole province of elite universities. Though not discounting the elites' influence, the findings conclude that composition developed in many locales concurrently. Individual chapters reflect on student responses to curricula, the influence of particular instructors or pedagogies in the context of compositional history, and the difficulties inherent in archival research. What emerges is an original and significant study of the developmental diversity within the discipline of composition that opens the door to further examination of local histories as guideposts to the origins of composition studies.
