The Supreme Judicial Tribunal of Virginia have decided, that slaves have no civil or social rights, and that the slave cannot choose between freedom and slavery, if the Offer be made him by his master; and that, consequently, a slave left by his master with freedom, if he choose to take it, can have no legal right to choose freedom, and must, therefore, still be a slave. It will thus be seen that the free colored man is likely to be driven from the Southern States by new legislative enactments; and that, where wills allowing the slave, at the death of the master, to elect freedom or continue In servitude, were once favored, how they are under the ban of law. Book excerpt: The nineteenth-century American Colonization Society (ACS) project of persuading all American free blacks to emigrate to the ACS colony of Liberia could never be accomplished. Few free blacks volunteered, and greater numbers would have overwhelmed the meager resources of the ACS. Given that reality, who supported African colonization and why? No state was more involved with the project than Virginia, where white Virginians provided much of the political and organizational leadership and black Virginians provided a majority of the emigrants. In An African Republic, Marie Tyler-McGraw traces the parallel but seldom intersecting tracks of black and white Virginians' interests in African colonization, from revolutionary-era efforts at emancipation legislation to African American churches' concern for African missions. In Virginia, African colonization attracted aging revolutionaries, republican mothers and their daughters, bondpersons schooled and emancipated for Liberia, evangelical planters and merchants, urban free blacks, opportunistic politicians, Quakers, and gentlemen novelists. An African Republic follows the experiences of the emigrants from Virginia to Liberia, where some became the leadership class, consciously seeking to demonstrate black abilities, while others found greater hardship and early death. Tyler-McGraw carefully examines the tensions between racial identities, domestic visions, and republican citizenship in Virginia and Liberia.

This second evolution was more rapid than the first; and America in one century reached a stage in institutional progress which it had taken Europe more than a millennium to attain. Only those parts of the old constitution that were suited to the new conditions survived and became a perma nent part of the colonial system of government. Because of the depletion of her forests, which constituted perhaps the most important of her natural resources, she could no longer look for prosperity from the old industries that for centuries had been her mainstay. In the days when the Norman conquerors first set foot upon English soil the virgin woods, broken occasionally by fields and villages, had stretched in dense formation from the Scottish border to Sussex and Devonshire. But with the passage of five centuries a great change had been wrought. The growing population, the expansion of agriculture, the increasing use of wood for fuel, for shipbuilding, and for the construction of houses, had by the end of the Tudor period so denuded the forests that they no longer sufficed for the most pressing needs of the country. Even at the present day it is universally recognized that a certain proportion of wooded land is essential to the prosperity and productivity of any country. And whenever this is lacking, not only do the building, furniture, paper and other industries suffer, but the rainfall proves insufficient, spring floods are frequent and the fertility of the soil is impaired by washing. These misfortunes are slight, however, compared with the disastrous results of the gradual thinning out of the forests of Elizabethan England.
