For the general movement of internal trade he was indeed responsible, but so minute was the oversight main tained by the home government in this all-important branch of colonial affairs that the viceroy was left comparatively little dis cretion.6 The Madrid government, acting through the Casa de Contratacion, or India House, at Cadiz, relieved the viceroy of everything but a very general supervision of the Mexican end of the trade with Spain.7 He was obliged, it is true, to attend more carefully to the commerce of the Philippine Islands, passing through the port of Acapulco, but all things considered, matters of external trade did not loom very large on the horizon of the viceroy's responsibilities. New Spain comprised the heartland of colonial Mexico, and New Galicia lay to its northwest. New Spain enjoyed significant status and to a degree controlled New Galicia and other dependent realms. By the mid-eighteenth century, the viceroy of New Spain sent inspectors, appointed treasury officials, and even wrested the mining camp of Bolaños from New Galicia. Yet New Galicia insisted on its autonomy. Its president resisted the viceregal interventions and finally succeeded in recovering jurisdiction over Bolaños. The relationship between the two North American kingdoms therefore differed from that between other constituent regions of the empire. The kingdom of Quito, for example, was fully subordinate to the Peruvian viceroy in Lima. The empire can therefore be described as multi-tiered and not exclusively characterized by the hegemony of Madrid/Castile over its overseas possessions. Instead, the empire consisted of uneven and overlapping ties between a group of core kingdoms and their dependent territories, and their relations changed over time.

By carefully reconstructing social networks in the court of Viceroy Duke of Alburquerque (1702-1710), Christoph Rosenm ller reveals that the Duke presided over one of the most corrupt viceregal terms in Mexican history. Alburquerque was appointed by Spain's King Philip V at a time when expanding state power was beginning to meet with opposition in colonial Mexico. The Duke and his retainers, though seemingly working for the crown, actually built close alliances with locals to thwart the reform efforts emanating from Spain. Alburquerque collaborated with contraband traders and opposed the secularization of Indian parishes. He persecuted several local craftsmen and merchants, some of whom died after languishing in jail, accusing them of treason to bolster his own credentials as a loyal official. In the end, however, the dominant clique at the royal court in Madrid sought revenge. Alburquerque was forced to pay an unheard-of indemnity of 700,000 silver pesos to regain the king's favour. Dealing with a topic and period largely ignored by historiography, Rosenm ller exposes the vast patronage power of the viceroy at the historical watershed between the expiring Habsburg dynasty and the incoming Bourbon rulers. His analysis reveals that precursors of the Bourbon reforms and the struggle for Mexican independence were already at play in the early eighteenth century.

Book excerpt: When Antonio María Bucareli took up his duties in 1771 as the forty-sixth viceroy of New Spain, he assumed command of a magnificent complexity of land areas, large and small, whose people constituted a cultural and social entity ranging from the traditional Apache to the European gentleman of the Enlightenment. He governed a key area at a significant time. Shortly before Bucareli's arrival in Mexico, José de Gálvez had completed an intensive inspection of the country, had instituted many reforms, and was ready to present the new viceroy with progressive policies for administrative reorganization. How Bucareli, a loyal, indefatigable Spanish aristocrat, reacted to the new order is the particular concern of this book. It examines the actions and reflections of this cautious and conservative man as they relate to certain major problems of his administration: defense, the colonization of the Californias, mining, the Roman Catholic Church, the interior provinces, and—above all—filling Spanish coffers with Mexican pesos as resurgent Spain strove to regain her former position in world affairs. The period of Bucareli's viceregency is seen as a transitional one, during which the seeds of the Enlightenment, of change, even of rebellion, were sown but had not yet begun to sprout. Bucareli, conservative by nature and training, continued to administer New Spain on the basis of a well-established and traditional system, although he supported changes of mere modification or those offering greater efficiency. Evidence of his dual success is the fact that revenues climbed steadily during his tenure and that Charles III was exceptionally pleased with his performance, while at the same time he won from people of all stations a degree of respect and affection far beyond that usually accorded to a viceroy. Prior to the publication of Bucareli, only two other full-scale studies of Spanish viceroys existed, and both of them were concerned with sixteenth-century officials. The appearance of this book, providing at once a study of an important figure and of the system of viceregal administration as it had developed by the latter part of the eighteenth century, filled a long-existing gap in Latin American literature. The heart of this study comes from the prodigious correspondence that passed between the Viceroy and Madrid. Authority for most statements was found in the thousands of documents that the author perused in the Archivo General de Indies in Seville and in the Archivo General de la Nación in Mexico City.
