Book excerpt: The United States – Mexico – Canada Agreement (USMCA) was signed on November 30, 2018 and aims to replace and modernize the North-American Free Trade Agreement (NAFTA). This paper uses a global, multisector, computable-general-equilibrium model to provide an analytical assessment of five key provisions in the new agreement, including tighter rules of origin in the automotive, textiles and apparel sectors, more liberalized agricultural trade, and other trade facilitation measures. The results show that together these provisions would adversely affect trade in the automotive, textiles and apparel sectors, while generating modest aggregate gains in terms of welfare, mostly driven by improved goods market access, with a negligible effect on real GDP. The welfare benefits from USMCA would be greatly enhanced with the elimination of U.S. tariffs on steel and aluminum imports from Canada and Mexico and the elimination of the Canadian and Mexican import surtaxes imposed after the U.S. tariffs were put in place.

Book excerpt: International trade and investment have been buffeted over the past three years by US-China trade war tariffs, high-technology export controls, and other economic sanctions targeting Chinese policies. The COVID-19 pandemic has further disrupted production and created bottlenecks transporting goods within and between countries. International businesses have had to recalibrate their supply chains to make them more resilient to these and other shocks. Firms needing to diversify from China are now considering whether to reorganize production across Asia to complement continuing Chinese operations or to shift investment out of Asia to shorten supply chains serving the US market. The most promising candidate for large-scale nearshoring is Mexico, but so far at least, Mexico has not lured substantial new investments that could supplant Asian production serving the US market. In a collaborative effort to explore the feasibility and benefits of relocating production to Mexico, the Center for Strategic and International Studies (CSIS) and the Peterson Institute for International Economics (PIIE) organized a group of leading scholars and former officials to offer their individual perspectives in this collection of short essays. They allow us to eat food imported from other countries, live safely from nuclear war, travel to foreign cities, profit from our savings, and much else. New threats, including climate change and simmering US-China hostility, lead many to worry that the "liberal order," or the US position within it, is at risk. Theorists often try to understand that situation by looking at other cases of great power decline, like the British Empire or even ancient Athens. Yet so much is different about those cases that we can draw only imperfect lessons from them. A better approach is to look at how the United States itself already lost much of its international dominance, in the 1970s, in the realm of oil. Only now, with several decades of hindsight, can we fully appreciate it. The experiences of that partial decline in American hegemony, and the associated shifts in oil politics, can teach us a lot about general patterns of international order. Leaders and analysts can apply those lessons when seeking to understand or design new international governing arrangements on topics ranging from climate change to peacekeeping, and nuclear proliferation to the global energy transition"--

For Western politics is becoming increasingly similar to the lands in between, where hybrid warfare has polarized parties and voters into two camps: those who support a Western vision of liberal democracy and those who support a Russian vision of nationalist authoritarianism. Paradoxically, while politics increasingly boils down to a zero sum "civilizational choice" between Russia and the West, those who rise to the pinnacle of the political system in the lands in between are often non-ideological power brokers who have found a way to profit from both sides, taking rewards from both Russia and the West. Increasingly, the political pathologies of these small, vulnerable, and backwards states in Europe are our problems too. In this deepening conflict, we are all lands in between.

Until there was a commercial code (legal framework), most businesses were owned primarily by family members who could trust each other.
