Book excerpt: This book presents a detailed study on Aligarh’s urban fringe, focusing on the livelihood of the villagers who have lived there for generations, and on that of the migrants residing in the villages. As a Class-I city, located in the most populated state (Uttar Pradesh) of India, Aligarh has gained in importance due to its proximity to the national capital (New Delhi) and Uttar Pradesh’s industrial cities (Kanpur and Ghaziabad). The 2011 census showed that of the total population of the district, 33.1 per cent was urban (872,575 residents). Projections by the Town and Country Planning Department suggest that the city will have some 1.2 million inhabitants and there will be a need for another 64,000 houses. Thus, the city will expand extensively into its urban fringe, which is expected to entail large-scale transformations. The expansion of the city will significantly influence nearby villages in terms of land use and population, both physically and socio-economically.

The pressures at work in responding to the problems involved in these topics both in implementing and retarding their resolution, provide a unique insight into the strains of our time. In many ways, the subject of growth controls is a prime exemplar of this species. Grouped under this rubric are all the environmental concerns which are increasingly prominent: the natural limits of land-holding capacity, the trade-offs between intensive land use, and the physical limitations of earth and space. But these elements, while far from being defined, are much more finite than the particulars at the other end of the spectrum that of the character and individual substance and way of life, which revolve around the level of intensity of land use. For example, as we near the end of the twentieth century, an increasing demand is heard for a return to the simpler, more bucolic environment. Just as the suburb replaced the city as the prime location so the suburb in turn finds it very difficult to compete against the lures of the countryside. The drive towards exurbia, and with is greater levels of decentralization, and with it greater levels of decentralization becomes a dominant theme, at least for the affluent. All these and many other elements are at work within the simple title of Growth Management.

For China to confront all the challenges it faces at present, the reforms undertaken now have to be deep, comprehensive and far-reaching in order to succeed in paving the way for China to complete the task of transformation in the long-term. There is no better alternative than deepening the market-oriented reform in advancing the course of China’s modernisation for future development and prosperity and lifting China to the status of a developed economy in the next two decades. The recent China update books have covered the topic of reform from different angles and this new book is another attempt to address this important issue.

André Sorensen examines Japan's urban trajectory from the mid-nineteenth century to the present, paying particular attention to the weak development of Japanese civil society, local governments, and land development and planning regulations.
