Book excerpt: In Peace: An Idea Whose Time Has Come, noted mathematician and peace researcher Anatol Rapoport explores the evolution of the idea of peace and explains why it is displacing war as a viable institution. Professor Rapoport ventures into uncharted philosophical territory by drawing on both the natural and the social sciences to trace the development of the ideas of war and peace. He argues that the theory of evolution and processes analogous to natural selection can explain not only biological events, but also the development of the institution of war. Thus the clashes of armed hordes at the dawn of history were the "ancestors" of our present battles using automated weapons, while Isaiah's prophecy of total disarmament--"And they shall beat their swords into ploughshares"--anticipates the resolutions of the United Nations. Rapoport explains that although the institution of war enjoys a long history and continues to be a policy option today, it may soon fall into disuse, either by losing its relevance to modern life or by destroying the civilizations that practice it. He then calls attention to ideas that lie dormant until people's "ideational environment" becomes receptive to their germination: peace, Anatol Rapoport believes, is one such idea. Peace continues in the interdisciplinary tradition that has taken root in inquiries at the nexus of science and philosophy. No specific technical knowledge is expected of the reader, only a willingness to venture into little-charted areas of thought.

WPTL calls for replacing war with the global rule of law by arms reductions, including the abolition of nuclear weapons, global alternative dispute resolution mechanisms, and various enforcement mechanisms. This book sets forth a three-part proposal: 1) arms reductions – primarily the abolition of nuclear weapons, with necessarily concomitant reductions in conventional forces; 2) a four-stage system of global alternative dispute resolution (ADR), utilizing both law and equity; 3) adequate enforcement mechanisms, including a UN Peace Force. The core of this proposal is alternative dispute resolution mechanisms—international ADR. International ADR would consist of a four-stage process of compulsory negotiation, compulsory mediation, compulsory arbitration., and compulsory adjudication by the World Court. The fundamental proposition of this book is that the use of alternatives to war, global ADR, is the ultimate solution to the problem of peace. The full implementation of WPTL will entail a vast array of progressive initiatives on many fronts, including abolition of nuclear weapons, with the global rule of law being the capstone to all of these developments. This book will be of great interest to students of peace studies, arms control, international law, and world politics.

Just as important, however, was the range of interactions which took place between the three faith communities which were most affected by crusade, namely the Catholic and Orthodox worlds, and the adherents of Islam. Discussion of these interactions forms the theme of this book. Two essays consider the impact of the fall of Constantinople in 1453 on the conquering Ottomans and the conquered Byzantines. The next group of essays reviews different aspects of the crusading response to the Turks, ranging from Emperor Sigismund to Papal legates. The third set of contributions considers diplomatic and cultural interactions between Islam and Christianity, including attempts made to forge alliances of Christian and Muslim powers against the Ottomans. Last, a set of essays looks at what was arguably the most complex region of all for inter-faith relations, the Balkans, exploring the influence of crusading ideas in the eastern Adriatic, Bosnia and Romania. Viewed overall, this collection of essays makes a powerful contribution to breaking down the old and discredited view of monolithic and mutually exclusive "fortresses of faith". Nobody would question the extent and intensity of religious violence in fifteenth-century Europe, but this volume demonstrates that it was played out within a setting of turbulent diversity. Religious and ethnic identities were volatile, allegiances negotiable, and diplomacy, ideological exchange and human contact were constantly in operation between the period's major religious groupings.

Its Austrian author Bertha von Suttner (1843-1914) chose the medium of fiction in order to reach as broad an audience as possible with her pacifist ideals. Challenging the narrow nationalisms of nineteenth-century Europe, Suttner believed that disputes between nations should be settled by means of arbitration rather than armed conflict. She devoted her life to campaigning for the cause of peace, and in 1905 became the first female recipient of the Nobel Peace Prize. Suttner’s influential novel yields insights into the early development of calls for a united Europe and an end to the arms race. This English translation of the novel was carried out as a ‘labour of love’ by the eminent Victorian surgeon and medical scholar Timothy Holmes (1825-1907), the editor of Gray’s Anatomy, for whom this was an unusual foray into the world of fiction. Holmes was Vice-Chairman of the London-based International Arbitration and Peace Association and a contemporary of Suttner. His translation helped to spread Suttner’s views across the Anglophone world, and contributed to the growth of the peace movement in the period before the First World War.
