In maritime patterns this change in US interests is described by the term „Pacific century”, which is said to be going to replace the Atlantic one. With the fall of the Soviet Union, US strategy towards the Asia-Pacific has been undergoing a significant transition. As Warren Christopher, Secretary of State under the first Clinton presidency, said in Hanoi in 1995: „In the old days we wanted to make Asia safe for democracy, these days we want to make it safe for American exports.”. This quote fits perfectly in the 1990ies neoliberal zeitgeist of the successful presidential campaign „The economy, stupid” of Bill Clinton, who wanted to reinvent US predominance based on an economist point of view, rather than continuing with expensive military power politics. But it would fall too short if one wants to understand the post-Cold War US’ engagement in the Asia-Pacific only by explaining the economic and trade policies of the United States. Both security and economy are at the core of US foreign policy strategy, since these two objectives being more and more intertwined in terms of globalization, digitization and other megatrends. Classical and “old-fashioned” hard power approaches are therefore questioned, as they sometimes fail to explain the rise of messy multilateralism and a total heterogeneous security landscape in this region of interest. But to what extent the US strategy in the Asia-Pacific really is a sign of a more cooperative approach based on Neoliberal-Institutionalist3 thought rather than referring to Neorealist hard power politics? And which role the US seeks to have in this complex setting?

Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.

The region has seen exponential growth in its population and has prospered economically in the last few decades. The U.S. has developed key partnerships and alliances in the region and has an obligation to assist its partners in ensuring that any threats to the social and environmental stability are managed in accordance with the rules of law. The U.S. relies on the region for trade of goods and has partnered with allies and other entities to maintain the regional stability. Asia-Pacific nations have faced many challenges that have resulted from such changes. Increased resource demands, violent extremism, and territorial disputes are examples of issues that are present in the region. China also poses unique challenges with its hegemonic actions and expansion of its sphere of influence in the region. The U.S. has taken steps to assess the state of the region, however, more strategies are needed to guide military leaders and policy makers. A stable security environment is the objective and partnering with international entities to collaborate and form cooperative strategic alliances can align the security objectives of the U.S. with its Asia-Pacific partners. Book excerpt: Security Strategies of Middle Powers in the Asia Pacific examines what drives the different regional security strategies of four middle powers in the Asia Pacific: Australia, Indonesia, South Korea and Malaysia. Drawing on the extant middle power literature, the authors argue that the regional security strategies of middle powers could take two forms, namely, functional or normative. A functional strategy means that the middle power targets its resources to address a specific problem that it has a high level of interest in, while a normative strategy refers to a focus on promoting general behavioural standards and confidence building at the multilateral level. This book argues that whether a middle power ultimately employs a more functional or normative regional security strategy depends on its resource availability and strategic environment.
