Book excerpt: This monograph is a case study examining the substitution of the Cold War strategy of large forward deployed military forces and nuclear deterrence for the Post Cold War strategy of global engagement and leadership and the implications of that substitution on the attainment of U.S. security objectives. Post Cold War realities and domestic political pressures forced the United States to reduce the size of American forward deployed military forces and to remove them as a cornerstone of the security strategy. To fill the gap thus created the Clinton administration embraced a new security strategy that substituted active leadership and engagement for large forward deployed military forces. Whether engagement and active leadership can be as effective in preserving and advancing U.S. interests as large forward deployed forces is yet to be determined. However, the circumstances surrounding territorial and resource claims in the South China Sea and the actions the United States and those of the parties directly involved in the South China Sea dispute constitute a significant test case of the United States' strategy of leadership and engagement. Many of the broader U.S. policy objectives in Asia and the Pacific cannot be achieved without a satisfactory resolution of the disputes in the South China Sea. By examining U.S. actions in the South China Sea dispute and the actions and perceptions of Asian leaders we can measure the effectiveness of the American strategy of leadership and engagement. If the United States has moved the parties in the dispute to act in a manner that promotes U.S. interests, then it will be possible to conclude that the Clinton Administration's strategy has been effective and that the strategy is valid. On the other hand, if events seem to largely ignore the actions of the United States, then either the United States is not engaged and exercising leadership, or its chosen actions have been inappropriate and ineffective.

All the countries bordering directly on this sea - China, Vietnam, Taiwan, the Philippines, Malaysia, and Brunei - have claimed some or all of the tiny, but strategically located, Spratly Islets and some or all of the maritime space and its resources. All of these claims have serious weaknesses under the principles of international law that govern these issues. This book offers several possible regional interim solutions to the South China Sea disputes. All of the national claims to both islands and ocean space in the region have weaknesses. An interim solution is urgently needed because the status quo is dangerous and unstable, because of unilateral actions by the claimants and continuing opportunities for involvement by outside powers. Division or allocation of the features and ocean space among the competing claimants seem unfeasible because of their sharp disagreements over the boundaries of the area in dispute as well as what would constitute an appropriate equitable division. The authors survey the principles that appear to guide the nations of the South China Sea region in their regional relations, and they identify the appropriate objectives of a regional resource authority. They also identify the political realities of the region, which serve as constraints on the design of a regime. The authors propose the creation of a regional multilateral resource management body as a solution to reduce the tension currently rife in the region. The options presented serve as illustrations designed to stimulate constructive discussion on a comprehensive multilateral interim solution to these difficult and dangerous disputes. Sharing the Resources of the South China Sea will be of interest to international decision-makers, negotiators, and academics desirous of a peaceful solution to these disputes.

Issues of concern include territorial sovereignty; disputed claims to islands, rocks, and reefs; jurisdiction over territorial waters, exclusive economic zones, and the seabed; regional and international rights to use the seas for military purposes; maritime security; rapid economic development; and environmental degradation. The fear is that increasing competition for energy and other resources will exacerbate conflicts and further fuel nationalism and sovereignty issues in the region. The SCS has an integrated ecosystem and is one of the richest seas in the world in terms of marine flora and fauna: coral reefs, mangroves, sea-grass beds, fish, and plants. National economic security can be easily affected by conflicts occurring in major international trade routes like the SCS, or how such an unclear situation might even give rise to environmental challenges in the future. The book creates an understanding as to why this region is important not only to the claimants but to global powers like the United States and India. The book examines current and potential conflicts in the South China Sea, and also evaluates how conflicts have been “managed” to date and suggests as to how they might be better managed in the future.
