The U.S. military will reduce by 25 percent by 1995, losing one million positions through cutbacks in the active component, the reserves, and Department of Defense civilians. These reductions do not include the projected decline in the United States industrial base. History has shown that every time in the 20th century that the U.S. military has experienced rapid drawdowns following conflict, they lost the warfighting edge necessary to perform well at the beginning of the next crisis. Allen argues that despite the attraction for a more rapid peace dividend, .the drawdown plan that was designed in 1990 is an attractive solution designed to avoid future misfortunes. Allen also argues that the United States continues to possess vital interests in the global environment and, although apparently more inward-looking, is not retreating to a fortress America mentality.

This report considers how far this drawdown should go and how many troops should be left behind, focusing on the post-1995 period. The author develops four options for sizing the future U.S. presence, each representing a distinct choice in terms of policy, strategy, and capability: Forward Presence, Dual-Based Presence, Limited Presence, and Symbolic Presence. The author finds that a strong case can be made for a posture of forward presence, which alone meets the requirements flowing from all U.S. goals while maintaining flexibility for the future. Militarily, this option provides an operationally coherent force that can conduct major independent combat missions in Europe on short notice. Also, this posture provides a wide range of diverse capabilities for meeting peacetime needs, while fulfilling the broad spectrum of crisis and wartime requirements--small and large--that might arise on a time-urgent basis. Politically, this posture is attractive because it projects a weighty U.S. military presence onto the European continent, thereby reminding all nations that the United States is a European power with vital interests there. This posture would also help maintain NATO's unity under U.S. leadership, reassure allies, and credibly warn potential adversaries. It would contribute to maintaining a military balance of power and encouraging a cooperative security architecture in Europe. Finally, it would help foster the kind of geostrategic stability that encourages progress toward a peaceful and united continent in close partnership with the United States.

Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets.
