This volume analyzes the economic, social, and political challenges that emerging states confront today. Notwithstanding the growing importance of the ‘emerging states’ in global affairs and governance, many problems requiring immediate solutions have emerged at home largely as a consequence of the rapid economic development and associated sociopolitical changes. The middle-income trap is a major economic challenge faced by emerging states. This volume regards interest coordination for technological upgrading as crucial to avoid the trap and examines how various emerging states are grappling with this challenge by fostering public-private cooperation, voluntary associations of market players, and/or social networks. Social disparity is another serious problem. It is deeply rooted in history in the emerging states such as South Africa and many Latin American countries. However, income distribution is recently deteriorating even in East Asia that was once praised for its high economic growth with equity. Increasing pressure for political opening is another challenge for emerging states. This volume argues that the economic, social, and political problems are interwoven in the sense that the emerging states need to build political consensus in order to tackle the economic and social difficulties. Democratic institutions have not always been successful in this respect.

Interdependence is not simply strengthening the range of possibilities for national economies to participate in, and advantage of, these developments, but expanding the opportunities that are available to them. The question is how do states take advantage of these global developments. Russia is no exception. Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.

While this act of violent intervention brought Panama to public attention, the justifications for it obscured the underlying instabilities that have plagued the country throughout its history. Although a stated purpose of the invasion was to remove one man, Manuel Noriega, from power, Panama at the Crossroads demonstrates that the crisis sweeping Panama in the late 1980s was not caused by one man, but in fact derived from the history of U.S. domination and the nature of Panamanian society itself. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. Today, that political consensus appears to be breaking down, disrupted by polarization and income inequality, widespread dissatisfaction with democratic institutions, and insurgent populism. Tracing the history of democratic capitalism over the past two centuries, Carles Boix explains how we got here—and where we could be headed. Boix looks at three defining stages of capitalism, each originating in a distinct time and place with its unique political challenges, structure of production and employment, and relationship with democracy. He begins in nineteenth-century Manchester, where factory owners employed unskilled laborers at low wages, generating rampant inequality and a restrictive electoral franchise. He then moves to Detroit in the early 1900s, where the invention of the modern assembly line shifted labor demand to skilled blue-collar workers.
