Book excerpt: This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.

Book excerpt: The crisis in Central America has afforded numerous transnational, regional, and extracontinental actors the opportunity to become involved in an area traditionally considered a reserve and special zone of influence for the United States. One notable example of this phenomenon has been the engagement of European Socialist and Social Democratic parties in the region. Their active involvement in Central American issues (and the opposition many of their leaders have expressed toward American policy in the region) has represented a significant departure for parties which have been broadly supportive of U.S. foreign policy initiatives and objectives since the late 1940s. The monograph analyzes the Central American policies and perspectives of the three European Socialist and Social Democratic parties--the Spanish PSOE, the French PS, and the West German SPD--which have been most active in the region. Chapter 1 explores the sources of European Socialist interest in Central America, seeking to place this concern in a historical context which takes into account developments both in Western Europe and in the international Social Democratic movement over the last two decades. Chapters 2 through 4 focus on the parties individually, providing case studies of the initiatives undertaken by the PSOE, PS, and SPD with respect to Central America. Each of these chapters places the Central American issue in the context of national foreign policy, assessing its relative importance and identifying those factions and personalities within each party who have shaped policy toward that region. The conclusion discusses the impact and significance of Europan Socialist engagement in Central America.

Book excerpt: Socialism: Origins, Expansion, Decline, and Attempted Revival in the United States This book is an attempt to address all the important economic aspects of socialismthe concepts and theories, the historical attempts to implement socialist economic systems, and the endeavor to establish socialism in the United States. Part I reviews the origins and ideas of socialism, which reflect an aspiration radically to transform the market system, the great advantages of which were explained by Adam Smith. Part II reviews the establishment of Marxist-Leninist economic systems in the USSR and the East European countries. The movement featured central economic planning, which survived from the 1920s until about 1990; its failure was the attempt of statist organization to crush the market system and replace it with Stalinist command planning. Central planning was meticulously copied in the bloc countries of East Europe, in China, in India, and elsewhere. The national replications of central economic planning always produced the same disappointing, usually disastrous results. Efforts to reform the system always failed. Meanwhile, the democratic countries of Western Europe established socialist parties and policies, but in less than a century after Marx, the great hopes of socialism to achieve successful and productive nationalization of industries on the basis of a national economic plan had been recognized as unproductive and undesirable. Part III reviews the failed attempt to establish a viable socialist party in the United States. The real thrust toward socialism, originally launched by the New Deal of Roosevelt, came when Barak Obama, a thoroughly indoctrinated and dedicated socialist, ascended to the US presidency. This socialism is an attempt to expand income redistribution and social welfare policies and to pursue massive industrial regulation and unconstitutional interventions in the private sector. The implications of these policies are discussed together with the associated loss of market freedoms and personal liberties.
