Book excerpt: Historically Black Colleges and Universities (HBCUs) are valuable institutions that provide intellectual domains for racial uplift, racial refuge, and cultural empowerment within a continually polarized nation. Today’s current racial climate reminds us of the historical context that gave birth to HBCUs and segregated athletic experiences. While the sporting life at HBCUs is an integral part of these institutions’ mission, there is a dearth of research about HBCU athletics. In The Athletic Experience at Historically Black Colleges and Universities: Past, Present, and Persistence, leading scholars from across the nation present a holistic examination of the integral role sports have played at HBCUs. Chapters in this volume cover a range of topics, from HBCU Football Classics to economics. It begins with a historical overview of HBCUs and the early sporting life before delving into the experiences of today’s male and female student-athletes—including the unique perspectives of athletes who transferred from historically White colleges and universities to HBCUs. Other chapters examine economic issues at HBCUs, such as the financial viability of their athletic departments in the context of the larger NCAA economic framework, and recommendations for the future of HBCU athletics to restore both academic and athletic excellence at these institutions. An important addition to the existing literature on race in contemporary society, this volume provides a narrative of the Black experience from the historical origins of educating Blacks, their early athletic experiences, and the current state of athletics at HBCUs. Now the state's flagship historically black university, it achieved this recognition after decades of struggling against poverty, inadequate infrastructure and funding, and social and cultural isolation. In South Carolina State University: A Black Land-Grant College in Jim Crow America, William C. Hine examines South Carolina State's complicated start, its slow and long-overdue transition to a degree-granting university, and its significant role in advancing civil rights in the state and country. A product of the state's "separate but equal" legislation, South Carolina State University was a hallmark of Jim Crow South Carolina. Black and white students were indeed provided separate colleges, but the institutions were in no way equal. When established, South Carolina State emphasized vocational and agricultural subjects as well as teacher training for black students while the University of South Carolina offered white students a broad range of higher-level academic and professional course work leading to a bachelor's degree. Through the middle decades of the twentieth century, South Carolina State was an incubator for much of the civil rights activity in the state. The tragic Orangeburg massacre on February 8, 1968, occurred on its campus and resulted in the deaths of three students and the wounding of twenty-eight others. Using the university as a lens, Hine examines the state's history of race relations, poverty and progress, and the politics of higher education for whites and blacks from the Reconstruction era into the twenty-first century. Hine's work showcases what the institution has achieved as well as what was required for the school to achieve the parity it was once promised. This fascinating account is replete with revealing anecdotes, more than sixty photographs and illustrations, and a cast of famous figures including Benjamin R. Tillman, Coleman Blease, Benjamin E. Henry Drewry and Humphrey Doermann present an up-to-date and comprehensive assessment of their past, present, and possible future. Black colleges fully got off the ground only after the Civil War--more than two centuries after higher education formally began in British North America. Despite horrendous obstacles, they survived and even proliferated until well past the mid-twentieth century. As the authors show, however, the 1954 U.S. Supreme Court ruling in Brown v. Board of Education brought them to a crucial juncture. While validating the rights of blacks to pursue opportunities outside racial and class lines, it drew the future of these institutions into doubt. By the mid-1970s black colleges competed with other colleges for black students--a welcome expansion of choices for African-American youth but a huge recruitment challenge for black colleges. The book gradually narrows its focus from a general history to a look at the development of forty-five private black colleges in recent decades. It describes their varied responses to the changes of the last half-century and documents their influence in the development of the black middle class. The authors underscore the vital importance of government in supporting these institutions, from the Freedman's Bureau during Reconstruction to federal aid in our own time. Stand and Prosper offers a fascinating portrait of the distinctive place black colleges and universities have occupied in American history as crucibles of black culture, and of the formidable obstacles they must surmount if they are to continue fulfilling this important role.

The challenges encountered by the HBCU leaders are described as multiple and include fiscal accountability and the continued need to assist the public schools as related to the twin problems of the achievement gap and Clark's "Cult of Cultural Deprivation." The author and his colleagues outline viable strategies geared to address these challenges. The latter represent but two of a number of other challenges confronting HBCU's. These include, but are not limited to (1) enrollment competition with majority institutions, (2) cultivation of alumni support, (3) the garnering of fiscal equity via such avenues as increased federal agency and foundation/corporate support. Considerable space is devoted to the critical issue of institutional leadership. Here, strategies and delivery systems are explored as associated with the HBCU leader's aggressive determination to provide the best possible crucible of learning for students attending the institution. The issues of fiscal accountability and its ever-present spectra of prospective gloom and doom lurks as an enemy to be constantly confronted. Many pages are devoted to the conceptualization of prescriptive strategies, which can be applied to present day campus situations. Leaders of historically black campuses can benefit from these writings as these institutions constantly face the heartache of state revenue shortfall, private university funding sources evaporation and the demoralizing impact of cut backs in program, capital construction, and scholarship support. Creativity protocols are described in detail and forward moving processes poised for prospective success enunciated. Navigating the problem of K-12 economic inequality and its impact upon HBCU's is also explored, as well as the need to enhance "leveraging" for federal support, including the United States Department of Agriculture. Ultimately, alumni support is vigorously support, as an HBCU leadership must.
