In Decoding the Social World, Sandra González-Bailón explains how data science and digital traces help us solve the puzzle of unintended consequences—offering the solution to a social paradox that has intrigued thinkers for centuries. Communication has always been the force that makes a collection of people more than the sum of individuals, but only now can we explain why: digital technologies have made it possible to parse the information we generate by being social in new, imaginative ways. And yet we must look at that data, González-Bailón argues, through the lens of theories that capture the nature of social life. The technologies we use, in the end, are also a manifestation of the social world we inhabit. González-Bailón discusses how the unpredictability of social life relates to communication networks, social influence, and the unintended effects that derive from individual decisions. She describes how communication generates social dynamics in aggregate (leading to episodes of “collective effervescence”) and discusses the mechanisms that underlie large-scale diffusion, when information and behavior spread “like wildfire.” She applies the theory of networks to illuminate why collective outcomes can differ drastically even when they arise from the same individual actions. By opening the black box of unintended effects, González-Bailón identifies strategies for social intervention and discusses the policy implications—and how data science and evidence-based research embolden critical thinking in a world that is constantly changing.

Book excerpt: In this book, based on the 1995 Ohlin Lectures, Deepak Lal provides an accessible, interdisciplinary account of the role of culture in shaping economic performance. Topics addressed include a possible future "clash of civilizations," the role of Asian values in the East Asian economic miracle, the cultural versus economic causes of social decay in the West, and whether modernization leads to Westernization. Lal makes an important distinction between material and cosmological beliefs, showing how both were initially shaped by factor endowments and how they have evolved in response to changing historical pressures in different civilizations. Lal's first major theme is the interaction of factor endowments, culture, and politics in explaining modern intensive growth in the West. The other major theme is the role of individualism--an inadvertent legacy of the medieval Catholic Church--in promoting this growth, and the strange metamorphoses this has caused in both the West's cosmological beliefs and the interaction between "the West and the rest." Lal takes account of the relevant literature in history, anthropology, social psychology, evolutionary biology, neurology, and sociology, and the economic history of the regions and cultures that form Eurasia. An appendix shows how the stories Lal tells can be described by four formal economic models.

On the three essays included here, the main concern is the interaction between the goals if social policy and the means by which societies, through a level of government, finance, fund, or advance those policies. Different levels of government have to pick among a series of policy levers to deal with budget or context constraints that the institutional framework provides them with. The spirit of this work is to inform the discussions surrounding those policies beyond the immediate areas that they intend to affect. The approach I take here evaluates policies on their unintended effects. Given complexities in policy design and implementation, I have conducted empirical policy analysis with the intention of understanding some of the factors that separate implementation from the ideal design and materialize the analysis into policy recommendations.

Very often these unintended consequences are seriously adverse, and in some cases are so severe as to render the policy a failure. Book excerpt: In 1996, Democratic president Bill Clinton and the Republican-controlled Congress "ended welfare as we know it" and trumpeted "workfare" as a dramatic break from the past. But, in fact, workfare was not new. Jennifer Mittelstadt locates the roots of the 1996 welfare reform many decades in the past, arguing that women, work, and welfare were intertwined concerns of the liberal welfare state beginning just after World War II. Mittelstadt examines the dramatic reform of Aid to Dependent Children (ADC) from the 1940s through the 1960s, demonstrating that in this often misunderstood period, national policy makers did not overlook issues of poverty, race, and women's role in society. Liberals' public debates and disagreements over welfare, however, caused unintended consequences, she argues, including a shift toward conservatism. Rather than leaving ADC as an income support program for needy mothers, reformers recast it as a social services program aimed at "rehabilitating" women from "dependence" on welfare to "independence," largely by encouraging them to work. Mittelstadt reconstructs the ideology, implementation, and consequences of rehabilitation, probing beneath its surface to reveal gendered and racialized assumptions about the welfare poor and broader societal concerns about poverty, race, family structure, and women's employment.

A systematic search and analysis of recommendations and policy guidelines from intergovernmental organizations and international bodies identified practical policy options for action on social determinants within these four themes. Policy options focused on early childhood education and care; child poverty; investment strategies for an inclusive economy; active labour market programmes; working conditions; social cash transfers; affordable housing; and planning and regulatory mechanisms to improve air quality and mitigate climate change. Applying combinations of these policy options alongside effective governance for health equity should enable WHO European Region Member States to reduce health inequities and synergize efforts to achieve the United Nations Sustainable Development Goals.
