Available in PDF, EPUB and Kindle. Book excerpt: This dissertation shows how the history of the Waco Aircraft Company reflects the transformation of the American economy in the twentieth century. Beginning just after the First World War, its entrepreneur, Clayton J. Brukner, developed a network of relationships within the aviation industry. This allowed his company to develop significant competitive advantages in the private flying market. Those advantages and the popular appeal of aviation helped Waco to become the largest manufacturer of civilian aircraft by 1929. The transformation of business-government relations during the New Deal demanded changes in Brukner's business strategy. The depression significantly cut sales of its popular biplanes, but Waco kept its Troy, Ohio, factory open and earned some profits during the downturn. Brukner's involvement with the trade associations in the 1930s revealed the critical role the government, the military in particular, played in the development of aviation. His flawed leadership in the changing context led to decisions that degraded the quality of its network signals and diminished Waco's effectiveness in crafting appropriate policies. As the international situation grew increasingly tense throughout the 1930s, Waco, like other manufacturers, turned to exports to enhance sales. Contracts with foreign governments partially offset the setback the depression had caused domestically. They did not, however, drive Brukner to evaluate sufficiently Waco's potential participation in the U.S. military market. Only after the Munich Crisis in September 1938, when President Franklin D. Roosevelt decided to call for increased military spending, did the Waco Aircraft Company position itself to receive defense contracts. It was almost three years, however, before the Army Air Forces directed the company to design and manufacture transport aircraft and cargo gliders. In the meantime Brukner had not developed the organizational capabilities needed to manage military contracts.

Book excerpt: "This U.S. Department of Commerce study responds to a request by Congress to examine market developments and government policies influencing the competitiveness of the United States jet transport aircraft industry. Section 819 of the "Vision 100-Century of Aviation Reauthorization Act" (P.L. 108-176) established the objectives of the study. The report focuses primarily on U.S. and European manufacturers of civil jet transports with 100 seats or more (referred to as large civil aircraft or LCA), as well as of the engines and major subsystems for those aircraft. The report highlights the significant challenges facing the U.S. aerospace industry and the role government policies have on the competitiveness of U.S. industry. U.S. commercial aerospace companies involved in production of LCA have lost significant market share over the last 25 years to their European competitors. The Boeing Company is the only remaining U.S. manufacturer of large civil aircraft (down from three companies in the 1970s), and has laid off nearly a quarter of its work force since September 11, 2001. For the first time in history, in 2003 the European aircraft manufacturer Airbus delivered more commercial aircraft than Boeing and it did so again in 2004. U.S. manufacturers of aircraft engines have experienced similar (albeit less drastic) losses of global market share to their European competitors. U.S. LCA manufacturers also are facing increased competition from Canadian and Brazilian manufacturers of smaller regional jets, which increasingly are being used by airlines on routes traditionally served by large civil aircraft."--P. ix.

It begins with a discussion of the technological and market opportunities existing in the period prior to the introduction of the Lockheed JetStar and the North American Sabreliner. The subsequent appearances of other biz jets -- the Learjets, HS-125s, Jet Commanders, Falcons, Gulfstreams, Citations, Challengers, Mitsubishis and derivative aircraft are treated in considerable detail. Biz Jets also covers 'planes involved in many unsuccessful attempts to enter the industry from 1955 through 1993. The study shows that while the industry has been quite concentrated throughout its history, the positions of the leading firms have always been contestable. Indeed, leaders at one point in time have often been displaced by others who succeeded in marshalling technological and market opportunities to their advantage. Manufacturers have had to undertake continuous efforts to improve the price-performance characteristics of their aircraft to gain and hold their market shares. Rivalries in the effective use of the stream of new technologies have brought forth new aircraft with both better performance and lower operating costs. At the same time, however, participation in the market has been extremely risky. Only a few companies have been able to earn profits. Entries, exits and mergers have altered the structure of the industry, but it remained decidedly unstable at least through 1992.

Without·aerospace, the U.S. trade balance in high technology industries would--for the first time--have fallen into a deficit. Civil aircraft play a significant role in the U.S. aerospace industry, and U.S. civil aircraft have dominated world markets (particularly the large transport segment) since the development of jet engine aircraft in the 1950s. This dominance has recently been challenged by the emergence of the European Airbus Industrie, which has achieved a significant market position in wide-body aircraft and appears committed to the development of a diversified family of civil aircraft. Industry observers are also concerned about the possibility of Japan entering the large transport competition. In this assessment, the U.S. Department of Commerce examines the prospects for continued international competitiveness of U.S. civil aircraft.
