Book Negotiating And Navigating Global Health Case Studies In Global Health Diplomacy

This book was released on 2011-12-28 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: Diplomacy is undergoing profound changes in the 21st century, and global health is one of the areas where this is most apparent. The negotiation processes that shape and manage the global policy environment for health are increasingly conducted not only between public health experts representing health ministries of nation states but include many other major players at the national level and in the global arena. These include philanthropists and public-private players. As health moves beyond its purely technical realm to become an ever more critical element in foreign policy, security policy, and trade agreements, new skills are needed to negotiate global regimes, international agreements and treaties, and to maintain relations with a wide range of actors. The intent of this book is to provide learning tools for today's broad group of “new health diplomats” in the landscape of this ever-shifting, complex technical and political arena. The case studies are told as the negotiations were experienced by individuals who participated in the various debates, dialogues, negotiations, or by experts who have studied them. This collection fills an important gap in both knowledge and practice providing insight on how negotiations on global health issues have transpired, the successes, challenges, failures, tools and frameworks for negotiation, mechanisms of policy coherence, ways to achieve global health objectives internationally, and how global health diplomacy used as a foreign policy tool can improve relations between nations.

Book President s Emergency Plan for AIDS Relief

Download or read book President s Emergency Plan for AIDS Relief written by Michelle Gautier and published by Nova Science Pub Incorporated. This book was released on 2013-01-01 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2013, the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) will mark nearly ten years of success with an extraordinary year of achievements. None of this would have been possible without the vision and leadership of President Bush, President Obama, and the bipartisan support of Congress. A decade ago AIDS was wiping out an entire generation in Africa; today, PEPFAR's efforts and those of its many partners have brought the world to a new era -- a time when new HIV infections and AIDS-related deaths are on the steep decline, and an AIDS-free generation is both U.S. policy and a goal within our reach. Building off recent breakthroughs, which demonstrated the power of key evidence-based interventions to drive down the rate of new infections and save more lives, this book reflects lessons learned from almost ten years of experience in supporting countries to rapidly scale-up HIV prevention, treatment, and care services. It demonstrates the opportunity for the world to help move more countries toward and beyond the tipping point in their epidemics and put them on a path to achieving an AIDS-free generation. The U.S. commitment to the global AIDS response will remain strong, comprehensive, and driven by science -- and clearly outlines what PEPFAR is doing and will continue to do to help make an AIDS-free generation a reality.

Available in PDF, EPUB and Kindle. Book excerpt: "President's Emergency Plan for AIDS Relief (PEPFAR), reauthorized at $48 billion for fiscal years 2009 through 2013, supports HIV/AIDS prevention, treatment, and care services overseas. The reauthorizing legislation, as well as other key documents and PEPFAR guidance, endorses the alignment of PEPFAR activities with partner country HIV/AIDS strategies and the promotion of partner country ownership of U.S.-supported HIV/AIDS programs. This report, responding to a legislative directive, (1) examines alignment of PEPFAR programs with partner countries' HIV/AIDS strategies and (2) describes several challenges related to alignment or promotion of country ownership. GAO analyzed PEPFAR planning documents and national strategies for four countries-Cambodia, Malawi, Uganda, and Vietnam-selected to represent factors such as diversity of funding levels and geographic location. GAO also reviewed documents and reports by the U.S. government, research institutions, and international organizations and interviewed PEPFAR officials and other stakeholders in headquarters and the four countries. Book excerpt: " PEPFAR, first authorized in 2003, has supported significant advances in HIV/AIDS prevention, treatment, and care in more than 30 countries. In reauthorizing the program in 2008, Congress directed OGAC to continue to expand the number of people receiving care and treatment through PEPFAR while also making it a major policy goal to help partner countries develop independent, sustainable HIV programs. As a result, PEPFAR began shifting efforts from directly providing treatment services toward support for treatment programs managed by partner countries. GAO was asked to review PEPFAR treatment programs. GAO examined (1) PEPFAR treatment program results and how OGAC measures them and (2) PEPFAR assistance to improve partner countries' M&E systems. GAO reviewed PEPFAR plans, performance reports, and guidance and interviewed officials from OGAC, the Centers for Disease Control and Prevention (CDC), and the U.S. Agency for International Development (USAID). GAO also synthesized findings of treatment program studies and conducted fieldwork in three countries. "

Available in PDF, EPUB and Kindle. Book excerpt: In 2003, Congress passed the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act, which established a 5-year, $15 billion initiative to help countries around the world respond to their AIDS epidemics. The initiative is generally referred to by the title of the 5-year strategy required by the act-PEPFAR, or the President's Emergency Plan for AIDS Relief. PEPFAR Implementation evaluates this initiative's progress and concludes that although PEPFAR has made a promising start, U.S. leadership is still needed in the effort to respond to the HIV/AIDS pandemic. The book recommends that the program transition from its focus on emergency relief to an emphasis on the long-term strategic planning and capacity building necessary for a sustainable response. PEPFAR Implementation will be of interest to policy makers, health care professionals, special interest groups, and others interested in global AIDS relief.

Download or read book To End a Plague written by Emily Bass and published by Public Affairs. This book was released on 2021-06-08 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: The story of America's unlikeliest, least-known, yet greatest achievement this millennium: containing AIDS in Africa. As of 2003, there were nearly 27 million men, women, and children suffering from AIDS in sub-Saharan Africa. Today that number has been reduced by more than half. The number of people with access to antiretroviral drugs--a treatment which renders AIDS survivable rather than fatal--has gone from around 50,000 to more than 11 million. All of this is thanks to a Bush administration program known as PEPFAR. Even on the day of its launch during the 2003 State of the Union, no one much noticed it. It cost a fraction of a percentage of the overall budget and was far less expensive than the Iraq war, effectively announced on the same day. Yet PEPFAR is, according to journalist Emily Bass, "the best thing America has done beyond our borders in this century." To End a Plague is not merely a history of this extraordinary program; it describes the cost of success in our broken political system. PEPFAR was likely a cynical political ploy--a "legislative trophy" as the New York Times described it--and its overseers, including the now-famous Coronavirus Task Force leader Deborah Birx--had to make moral and political compromises to keep it from being shut down. Yet the program has persevered and made an enormous improvement in millions of lives. This is the story of true change and what it takes to make it.
