The Human Resources Research Organization was awarded a contract to develop standardized administration procedures and to review and revise the items on the ACTS. To meet the goals of this research, the approach primarily involved: (1) gathering information through semistructured interviews with pertinent commands and transition site personnel; (2) reviewing the literature on leadership; (3) pilot testing the revised survey instrument; and (4) analyzing the results.
