All students of country life seem to agree that a radical readjustment of the entire rural educational and social system, to fit modern conditions, is imperative; but while a few of the leaders have hewn close to the vital spot, none so far have gone straight to the heart of the subject. The author is convinced that the time has come when we must insist upon a full program of reconstruction from the ground up, and begin to build at once. The gist of the problem is to establish a new school in which the essentials of a modern education can be taught. The old school, as still found in over ninety per cent of the rural districts, does not lend itself to such a program; and no amount of repair, addition, varnish, or veneer will transform it into an efficient, modern institution. Rebuilding is absolutely essential. Some friends of the rural school advocate comprehensive changes in the curriculum and justly demand that the training of country boys and girls shall culminate in a complete industrial and vocational education, adapted to twentieth-century life. They are agreed that rural teachers must measure up professionally and otherwise to their colleagues in our best school systems; they recognize that salaries paid must be adequate to insure high-class training and instruction; and yet - they fail to see that these things are impossible in an obsolete school system in which the first elements of success are wanting. The one-room school must go. It cannot provide the education to which country boys and girls are entitled and which the welfare of the country demands. C At the outset the effort was to see clearly: First, what the farm wife must do all her life; second, what the farmer must do all his life. Then regardless of tradition, the resolve was to make a school that will train the farm children for their future work in the home, on the farm, and in the social life around them. It was recognized that activity has given the race its power. Man began by making crude weapons and tools out of wood, bone, stone, etc., and throughout the history of the race education has been in activity, not in books about it. Hence we began frankly with the activities of the farm, both in the home and in the fields. The children from the outset, felt a joy in the work. This stirred an interest in all their tools: plows, hoes, books, pencils, paper, everything used in furthering their work. Thus they became their own teachers and teachers of all those in contact with them. They mastered reading, writing, drawing, out of their own zeal which was born of the inter est that grew out of their progress. Simultaneous activities are made possible by this interest. A visi tor will see a group working in the garden, another group on the veranda sewing, another in the kitchen at a cooking task, another in the workshop, and still another at their numbers or reading with the teacher in her room. With these activities are related such essential technics as drawing, reading, writing, numbering, and modeling; so that the children master these largely without the irksome effort that is characteristic of the old schools. How this is done will be seen especially from Mrs. Browne's account of the corn cycle. It will be noted that the exercises are ordered so as to develop the body along with the organs of sense and the mental power. The content of the words the children learn along with their activities is both concrete and vivid. From the outset they are led to put facts together and draw conclusions. In 1888 the University of Minnesota began an experiment at developing an agricultural high-school course. This experiment is of none the less value anal of all the greater interest because it was an outgrowth of the failure of agricultural courses of collegiate grade to gain a foothold in a State university. Just as Congress by its landgrant act forced colleges of agriculture upon the State, this agricultural high-school movement was injected into the school system upon the initiative of farmers and business men. At present between thirty and forty agricultural high schools have been established in the United States. In one line of country-lit'e education school men and nonschool men have together taken up the practical in school work. Farmers and educators together have entered upon the development of rural schools so as to have them cover agriculture and home economics as well as the Three R's. Thus the school people are especially championing the consolidation of rural schools, and the farmers are laying stress upon the introduction of agriculture into all rural schools. Both classes are rap idly coming to favor both propositions. The farmers are coming to see that agriculture can not be successfully introduced into the one-room rural schools, and the teachers are coming to see that agriculture and home economies are to have very strong positions in the primary country school curriculum alongside the Three R's. During the earlier part of the nineteenth century, and even later, it was not unusual for rural and small - town children, especially girls and small boys, to attend school during a considerable part of the summer rather than during the severe winter weather. Probably the chief cause was that because of the lack of good roads and the distances that must be travelled to reach the schools, it was difficult to attend school during the winter. However, as roads were improved and as cities and towns became more numerous, the practice Of having summer terms became less common until it has become the almost universal practice for the longest vacation period of the year to come during the summer months, or perhaps to include all of them. In the larger cities Of the country conditions were different. Many, probably most, of them formerly had school years much longer than is the custom now, with Short vacations including only a small part of the summer. For example, the Commissioner of Education1 has re ported data on lengths of school years about 1841-42. Some of the lengths are reported in days, some in weeks, and some in months. Boston is stated to have had a session of 224 days, Washington of 238, Philadelphia Of and Detroit of 253. That of Cleveland was forty - three weeks in length, that of Chicago forty-eight, and that of. New York forty-nine. In this situation it is important that everythingbe done to infuse new life and new enthusiasm into the country districts. Home, church, and school should unite intelligently to produce conditions which will make for contentment. Social forces in the country are centrifugal and expulsive; their direction is from the center outward and away; they must be made centripetal and attractive. The domi nating question should not be: How can I get away? But How can I make conditions such that I shall be glad to stay? As an aid in improving conditions, the telephone, the trolley and the rural free delivery are operating favorably. The church and school are beginning to feel a new life. Economic conditions are also improving, and farm lands and crops are more valu able than ever before. Perhaps -the most comfort able and prosperous class in the country to - day are the farmers. They are organizing everywhere, the most noted organization being the Grange with more than a million members. A rural literature is rap idly developing, teeming with excellent books and magnificently edited periodicals. Most astonishing are the varied agencies which have begun to operate for a social uplift. The future is full of hope. Of course, this new life has not reached all, nor even the many. And even in the favored communi ties it has scarcely extended down to the children to improve their schools and give them opportunities which twentieth century children must have. Child life.
