Book The Politics of Shale Gas in Eastern Europe

Download or read book The Politics of Shale Gas in Eastern Europe written by Andreas Goldthau and published by Cambridge University Press. This book was released on 2018-03-29 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fracking is a novel but contested energy technology – so what makes some countries embrace it whilst others reject it? This book argues that the reason for policy divergence lies in procedures and processes, stakeholder inclusion and whether a strong narrative underpins governmental policies. Based on a large set of primary data gathered in Poland, Bulgaria and Romania, it explores shale gas policies in Central Eastern Europe (a region strongly dependent on Russian gas imports) to unveil the importance of policy regimes for creating a 'social license' for fracking. Its findings suggest that technology transfer does not happen in a vacuum but is subject to close mutual interaction with political, economic and social forces; and that national energy policy is not a matter of 'objective' policy imperatives, such as Russian import dependence, but a function of complex domestic dynamics pertaining to institutional procedures and processes, and winners and losers.

Download or read book Scotland and the UK written by Great Britain. Parliament. House of Commons. Scottish Affairs Committee and published by The Stationery Office. This book was released on 2010 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the arrangements in place for communication between the UK Government and Scottish Executive, particularly when the UK Government formulates international policy which will specifically affect Scottish interests and devolved matters. Generally there are effective channels of communication at both ministerial and official level between the two governments. Whitehall tends to overlook the Scottish angle of policy and legislation more often in those departments which are unfamiliar with devolved matters. We recommend that the Government ensures that each department has a devolution champion to ensure that there is a good level of awareness of devolution issues. The revival of the Joint Ministerial Committee should provide an important forum for discussion between Ministers of the UK Government and devolved administrations. However, there is little opportunity for parliamentary scrutiny of the outcomes and effectiveness of the Committee's meetings. The report welcomes the publication of the new Protocol for Avoidance and Resolution of Disputes as the 2001 Memorandum of Understanding did not provide adequate guidance on how disputes between the UK and Scotland should be resolved. This was demonstrated during the communications between the governments on the UK's negotiations with Libya on the Prisoner Transfer Agreement. Both Governments should display the necessary political will to ensure that both understand each other's point of view and demonstrate the mutual respect which should characterise all their dealings.

Book Renegotiating Authority in EU Energy and Climate Policy

Download or read book Renegotiating Authority in EU Energy and Climate Policy written by Anna Herranz-Surrallés and published by Routledge. This book was released on 2021-09-30 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the context of multiple crises, EU Energy and Climate policy is often identied as one of the few areas still exhibiting strong integration dynamics. However, this domain is not exempt from contestation and re-nationalization pressures. This collection seeks to understand those contradictory integration and disintegration tendencies by problematizing the notion of authority: When, why, and by whom is EU authority in Energy and Climate policy conferred and contested? What strategies are used to manage authority conflicts and to what effect? These questions are examined in some of the knottiest aspects of EU energy and climate policy, for example, the adoption of the landmark Governance of the Energy Union Regulation, the long-drawn-out attempts to complete the EU’s internal energy market, the struggle to achieve ambitious EU targets in renewable energy and energy efficiency beyond 2020, the blurring of economic and security instruments in external energy policy, or the heated discussions over the Nord Stream 2 gas pipeline. The chapters in this book were originally published as a special issue of the Journal of European Integration.
