Book excerpt: The enormous growth of industry and towns in early nineteenth-century Britain brought constant demands for Governement action in the interests of public welfare and safety. However much laissez-faire was advocates as a theory, state intervention was becoming an established system, with the Board of Trade as its chief administrative agency. The Board regulated the railways and the carriage of mails. It undertook the superintendance of the British merchant marine and concerned itself with the welfare of seamen. It set up the Meteorological Office. It was charged with the collection and publication of official statistics, and was responsible for the registration of joint stock companies. It organized schools of industrial design. At the beginning of the century the Board had been an advisory committee of the old Privy Council for all matters of trade and foreign plantations. By 1855 it had been transformed into an executive department of state, and had become, in effect, a Board of Industry. This study is important both as a history of the Board of Trade during a formative period and as a contribution to the neglected field of nineteenth century administrative history.

This, he argues, was generated not by a series of influences operating independently from each other, but by a variety of intermeshed political, economic, scientific, literary and artistic developments. He was an important African explorer, travel writer, and geographer. He was the meteorologist who discovered the anticyclone, a pioneer in using fingerprints to identify individuals, the inventor of regression and correlation analysis in statistics, and the founder of the eugenics movement. Now, Nicholas Gillham paints an engaging portrait of this Victorian polymath. The book traces Galton's ancestry (he was the grandson of Erasmus Darwin and the cousin of Charles Darwin), upbringing, training as a medical apprentice, and experience as a Cambridge undergraduate. It recounts in colorful detail Galton's adventures as leader of his own expedition in Namibia. Darwin was always a strong influence on his cousin and a turning point in Galton's life was the publication of the Origin of Species. Thereafter, Galton devoted most of his life to human heredity, using then novel methods such as pedigree analysis and twin studies to argue that talent and character were inherited and that humans could be selectively bred to enhance these qualities. To this end, he founded the eugenics movement which rapidly gained momentum early in the last century. After Galton's death, however, eugenics took a more sinister path, as in the United States, where by 1913 sixteen states had involuntary sterilization laws, and in Germany, where the goal of racial purity was pushed to its horrific limit in the "final solution." Galton himself, Gillham writes, would have been appalled by the extremes to which eugenics was carried. Here then is a vibrant biography of a remarkable scientist as well as a superb portrait of science in the Victorian era.

He got as far as Baffin Bay, but when he reached the only practicable entrance to the passage he declared it to be no more than a bay enclosed by mountains. In subsequent years he was widely derided for that error and carried the scars of public and professional humiliation for the rest of his life. In 1829 he mounted a private expedition to search for the passage, during which he became trapped in the Canadian Arctic and survived a four-year ordeal of isolation and hardship. He proved that whatever his shortcomings as an explorer, he could never be accused of lacking courage. James Clark Ross was one of the most experienced and respected explorers of his day. He led or took part in eight expeditions to the Arctic, including John Ross' 1818 and 1829 expeditions and three with the great explorer William Edward Parry. He also led a highly successful scientific expedition to the Antarctic in 1839-43. His many important discoveries included locating the North Magnetic Pole, and he ensured the presence of the Ross family name throughout both polar regions: Ross Island, Ross Ice Shelf, and Ross Sea in the Antarctic; James Ross Strait, Ross Bay, Ross Point, and Rossøya in the Arctic. Drawing on family papers and extensive research, M.J. Ross traces the careers of these two very different men, highlighting their achievements and defeats, and presents a detailed picture of their private lives.
