It analyzes government policies directed at women in African and Asian countries. It argues, too, that ideologies which oppress women are removed only by prolonged struggle—and then only after fundamental political and social changes have been made. The authors evaluate different policies aimed at women in Nigeria, Zimbabwe, Ghana, Iran, Malaysia, China, India, Israel, and Vietnam. Despite different political, social, and economic conditions, there exists a general assumption that women should be responsible for domestic duties. Drawing on new research, the authors indicate that these different national contexts require separate emphases and tactics. One common factor is clear, however—that despite many setbacks, a growing consciousness exists among women, as well as increased opposition to oppressive measures.

The second half of the twentieth century saw the publication of massive amounts of literature on Nigeria by Nigerian and non-Nigerian historians. This volume reflects on that literature, focusing on those works by Nigerians in thecontext of the rise and decline of African nationalist historiography. Given the diminishing share in the global output of literature on Africa by African historians, it has become crucial to reintroduce Africans into historicalwriting about Africa. As the authors attempt here to rescue older voices, they also rehabilitate a stale historiography by revisiting the issues, ideas, and moments that produced it. This revivalism also challenges Nigerian historians of the twenty-first century to study the nation in new ways, to comprehend its modernity, and to frame a new set of questions on Nigeria's future and globalization. In spite of current problems in Nigeria and its universities, that historical scholarship on Nigeria (and by extension, Africa) has come of age is indisputable. Therefore, this project work sets to analyze and explore the historical and educational reasons behind the establishment and growth private schools in Katsina State with particular reference to Katsina Metropolis and its environs, as the study is from 1980 – 2010. This is added to the fact that some proprietors of private schools have deviated from their traditional role and making money to the bedrock of establishing schools. Moreover, their proliferation has become a serious/great concern to all stakeholders. Thus, efficient method of research was applied to come up with a reliable result, in the form of conducting interviews with resource persons, as well as consulting newspapers, magazines, archival and government documents, internet among others. Thus, in the course of major finding, it was discovered that some of the people joining the business of private school believed money is bedrock. No wonder, the highest rate of examination malpractices, indiscipline and exploitation of teachers are recorded in private schools and this has crippled the role of education in national development. Consequently, all the necessary measures and proper solutions to all the stakeholders is provided in the recommendation section.

It argues that appreciation of these ideas is essential to an understanding of past and present African behaviour. Before European conquest, many African men cultivated heroic honour, others admired the civic virtues of the patriarchal householder, and women honoured one another for industry, endurance, and devotion to their families. These values both conflicted and blended with Islamic and Christian teachings. Colonial conquest fragmented heroic cultures, but inherited ideas of honour found new expression in regimental loyalty, respectability, professionalism, working-class masculinity, the changing gender relationships of the colonial order, and the nationalist movements which overthrew that order. Today, the same inherited notions obstruct democracy, inspire resistance to tyranny, and motivate the defence of dignity in the face of AIDS.

The results have been mixed, from the glorious euphoria of the success of anti-colonial movements to the depressingcircumstances of the African condition as we enter a new millennium. As the intellectual elite is a creation of the Western formal school system, the ideas it generated are also connected to the larger world of scholarship.This world is, in turn, shaped by European contacts with Africa from the fifteenth century onward, the politics of the Cold War, and the subsequent collapse of the Soviet Union. In essence, Africa and its elite cannot be fully understood without also considering the West and changing global politics. Neither can the academic and media contributions by non-Africans be ignored, as these also affect the ways that Africans think about themselves and their continent. Nationalism and African Intellectuals examines intellectuals' ambivalent relationships with the colonial apparatus and subsequent nation-state formations; the contradictions manifested within pan-Africanism and nationalism; and the relation of academic institutions and intellectual production to the state during the nationalism period and beyond. Book excerpt: Define and Rule focuses on the turn in late nineteenth-century colonial statecraft when Britain abandoned the attempt to eradicate difference between conqueror and conquered and introduced a new idea of governance, as the definition and management of difference. Mahmood Mamdani explores how lines were drawn between settler and native as distinct political identities, and between natives according to tribe. Out of that colonial experience issued a modern language of pluralism and difference. A mid-nineteenth-century crisis of empire attracted the attention of British intellectuals and led to a reconception of the colonial mission, and to reforms in India, British Malaya, and the Dutch East Indies. The new politics, inspired by Sir Henry Maine, established that natives were bound by geography and custom, rather than history and law, and made this the basis of administrative practice. Maine’s theories were later translated into “native administration” in the African colonies. Mamdani takes the case of Sudan to demonstrate how colonial law established tribal identity as the basis for determining access to land and political power, and follows this law’s legacy to contemporary Darfur. He considers the intellectual and political dimensions of African movements toward decolonization by focusing on two key figures: the Nigerian historian Yusuf Bala Usman, who argued for an alternative to colonial historiography, and Tanzania’s first president, Mwalimu Julius Nyerere, who realized that colonialism’s political logic was legal and administrative, not military, and could be dismantled through nonviolent reforms.
