Book excerpt: Currently, U.S. community colleges serve nearly half of all students of color in higher education who, for a multitude of reasons, do not continue their education by transferring to a university. For those students who do transfer, often the responsibility for the application process, retention, graduation, and overall success is placed on them rather than their respective institutions. This book aims to provide direction toward the development and maintenance of a transfer receptive culture, which is defined as an institutional commitment by a university to support transfer students of color. A transfer receptive culture explicitly acknowledges the roles of race and racism in the vertical transfer process from a community college to a university and unapologetically centers transfer as a form of equity in the higher education pipeline. The framework is guided by critical race theory in education, which acknowledges the role of white supremacy and its contemporary and historical role in shaping institutions of higher learning.

Transfer serves families by providing an affordable avenue to higher education while minimizing the impact of crippling loan debt. It serves the public at large by leveraging scarce state resources over the long-term. And it provides a path to higher education for students who might not otherwise have access to it. However, none of these outcomes will be realized unless we improve the transfer process. Although community colleges can and do provide a more affordable avenue to the baccalaureate, the transfer process has remained convoluted, complicated, and complex. Our most vulnerable students begin their postsecondary education at a community college, yet these students are often the least equipped to navigate the frequently choppy waters of transfer in the middle of their undergraduate career. Many governing institutions in the region have been borrowed, transplanted, or imposed by colonial rule or military intervention from outside. The book attempts to answer several key questions: Where do the governing institutions originate and why are so many of them based on Western models? Why have some transfers succeeded while others have not? What are the effects of transfers? What has been the fate of a particular institution, "the state?" How does "culture" affect the transfer of (and resistance to) institutions? Early chapters identify institutional transfer as a persistent theme in the study of the Pacific, reflected in ideas like cargo cults, homegrown constitutions, invented traditions, and weak states. The author analyzes about forty cases of institutional transfer, beginning with Tonga's borrowing of foreign institutions in the nineteenth century and ending with current attempts to induce island states to regulate their offshore financial centers. He goes on to distinguish factors that determine whether transfer took place, including timing, social conditions, and sympathy with local values. He looks at the kinds of power and coercion being deployed in transfer and at how transfers have been evaluated by their sponsors: domestic reformers, aid donors, international financial institutions, and their consultants and academic advisers.

Book excerpt: Over the past several decades, as the pace of globalization has accelerated, operational issues of international coordination have often been overlooked. For example, the global financial crisis that began in 2007 is attributed, in part, to a lack of regulatory oversight. As a result, supranational organizations, such as the G-20, the World Bank, and the International Monetary Fund, have prioritized strengthening of the international financial architecture and providing opportunities for dialogue on national policies, international co-operation, and international financial institutions. Prevailing characteristics of the global economic systems, such as the increasing power of financial institutions, changes in the structure of global production, decline in the authority of nation-states over their national economy, and creation of global institutional setting, e.g., global governance have created the conditions for a naturally evolving process towards enabling national epistemic communities to create institutions that comply with global rules and regulations can control crises. In this context, transfer of technical knowledge from the larger organizations and its global epistemic communities to member communities is becoming a policy tool to “convince” participants in the international system to have similar ideas about which rules will govern their mutual participation. In the realm of finance and banking regulation, the primary focus is on transfer of specialized and procedural knowledge in technical domains (such as accounting procedures, payment systems, and corporate governance principles), thereby promoting institutional learning at national and local levels. In this volume, the authors provide in-depth analysis of initiatives to demonstrate how this type of knowledge generated at the international organization level, is codified into global standards, and disseminated to members, particularly in the developing world, where the legal and regulatory infrastructure is often lacking. They argue that despite the challenges, when a country intends to join the global system, its institutions and economic structures need to move toward the global norms. In so doing, they shed new light on the dynamics of knowledge transfer, financial regulation, economic development, with particular respect to supporting global standards and avoiding future crises.
