In 2005, Brazil completes twenty continuous years of civil government, a striking exception in the country's history, all of then, except one, chosen by direct elections. The long transition from the dictatorial regime to a non-dictatorial one (not necessarily democratic) begin in 1974. Fifteen years after, in 1989, a new stage in this process begins, overcoming the instability of the national political scene. From this moment on, the consolidation of democracy becomes the central problem of the national political agenda. There are many ways of telling and explaining this history. This book presents a survey of the different interpretations of this important period of Brazilian history and, at the same time, outlines some criticisms on the mainstream interpretations in Brazilian Political Science.

Trinta e seis anos após a Constituição de 1988, quando a democracia parecia consolidada, tivemos um governo autoritário (Jair Bolsonaro) que procurou ativamente sabotá-la; e um ensaio grotesco, mas não menos grave, de um golpe de estado da extrema direita. Não surpreende, portanto, que questões que foram cruciais nas décadas de 1980 e 1990 ainda estejam na agenda política e exijam atenção para serem confrontadas e, esperançosamente, descartadas como resíduos podres do nosso passado.

Book excerpt: Among the many countries that underwent transitions to democracy in recent decades, only Russia is as important to the United States and the world as Brazil. The fifth-largest country and population in the world, with nearly one-half the inhabitants of Latin America, Brazil has the world's ninth-richest economy. Given the nation's size and influence, its capacity to achieve stable democracy and economic growth will have global impact. Understanding democracy in Brazil is therefore a crucial task, one which this book undertakes. Theoretically, the author argues that most party systems in the third wave of democratization, after 1974, have distinctive features that require us to reformulate theories about party systems generally; previous works have paid scant attention to the importance of variance in the degree of institutionalization of party systems. The author also argues that many third-wave cases underscore the need to focus on the capacity of the state and political elites to structure and restructure party systems from below. Empirically, the author studies the Brazilian party system and democratization, with particular reference to the 1979-96 period. He underscores the weakness of the party system and the resulting problems of democratization. He argues that the party system is poorly institutionalized, explores the reasons for the difficulties of party building, and addresses the consequences of weak institutionalization, which leads him to reaffirm the central significance of parties in the face of widespread skepticism about their importance.

Book excerpt: Brazilian democracy is in dire straits. This, at least, is the opinion of many observers focusing on Brazil's re-democratisation process. Whereas the emotionally charged transition period culminating in the re-installation of a civilian government in 1985 stirred the hopes of many observers that a renewed civil society would be able to lead Brazil into an era liberal democracy (Sader 1988; Alvarez 1997; Abers 2000; Dagnino 2002), these hopes were soon disappointed. Recent contributions to the field talk about the survival of 'traditional' political elements that weaken Brazil's democracy and argue that populism, personalism, patronage, and clientelism remain common features in post-authoritarian Brazil (O'Donnell 1988; Mainwaring 1990; Roniger 1990; Mettenheim von 1995; Hagopian 1996; Weyland 1996; Power 1997; Gay 1998; Banck 1998a; Conniff 1999; Mainwaring 1999; Kingstone and Power 2000; Power 2000; Weyland 2000). Moreover, similar 'traditional' political practices have been detected within the new civic infrastructure that has been constructed since the return to democracy in 1985 (Baierle 2002; Chaves Teixera 2002; Dagnino 2002; Tatagiba 2002; Torres Ribeiro and Grazia 2003; Ottmann 2004). And, more recently still, many observers have been shocked that even Brazil's socialist Workers' Party (PT), celebrated by some as one of the last bastions of democratic socialism in Latin America, draws on patronage and elements of clientalism to strengthen its electoral support (Petras 2004; Avelar 2005). Whatever happened to the effervescent civil society that during the 1980s seemed to carry Brazilian politics into a more democratic era (Weffort 1984; Sader 1988)? Perplexed by this mysterious disappearance of pro-democracy forces, this book examines the democratisation process in three Brazilian municipalities - Itabuna (BA), São Paulo (SP), and Porto Alegre (RS) -- administered by Brazil's reformist Workers' Party, the PT (Partido dos Trabalhadores). The book maintains that the main protagonists of Brazil's democratic consolidation are the pro-democracy movements within civil society or, in short, the civic movements, most of which have roots in the protest movements against the military regime during the 1970s and 1980s.
