The fight against violent, radical Islam is one of the major challenges of our time. Islamic terrorists have targeted numerous countries for attack, including the United States and Russia. They have declared war on the modern civilized world. Their barbaric actions in Syria remind us daily of their depravity. They must be stopped and they must be defeated. The future of America, Russia, and of Western civilization depends on that. The lives of millions will be in jeopardy if we don't do what is right today. Given the global nature of this fight, it is in the interests of our national interests to understand the growth of extremism in other parts of the world and in other countries, such as Russia. It is alarming to read reports of Muslims living in peaceful and in free democratic countries being attracted or recruited into radical Islamic terrorism. This frightening reality is happening in Europe and elsewhere. Media reports indicate that over 2,000 Russian-born fighters may have traveled to the Middle East to join ISIL. Extremist forces continue to plot attacks against both the United States and Russia. If we work together, we will be better able to protect our people, stop attacks, and kill violent terrorists.

Moreover, the North Caucasus jihad may be the harbinger of a much larger Muslim challenge to Russia's political stability and state integrity. So concludes Gordon M. Hahn in this meticulously researched analysis of Russia's emerging Islamic threat. Hahn draws an explicit picture of an already sophisticated and effective Chechen jihadist network that is expanding the territorial scope of its operations with inspiration and some assistance from the global jihadist movement. Given its proximity to large stockpiles of diverse weapons, the expanding population of Russian-based Islamist terrorists is particular cause for alarm, the author warns. From bombings on the streets of a number of cities, to the disruption of pipelines in Dagestan, to the taking of hundreds of hostages at a cultural center in Moscow and at a school in Beslan, the Russian government has responded to many political and technical challenges to protect the population. The measures that have been undertaken to reduce vulnerabilities to terrorist attacks and to mitigate the consequences of attacks have been of widespread interest in many other countries as well. In June 1999, the Presidents of the National Academy of Sciences and the Russian Academy of Sciences initiated an inter-academy program to jointly address common interests in the field of counter-terrorism. Four workshops were held from 2001 to 2007 and additional consultations were undertaken prior to and after the series of workshops. This report includes 35 of the Russian presentations during the workshop series. Collectively they provide a broad overview of activities that have been supported by Russian institutions.

Book excerpt: This paper examines the relations between the Kingdom of Saudi Arabia (Saudi Arabia) and the Russian Federation (RF) in the light of Muslim minority rights through analyzing the history of Islam in the Russian territory, with a focus on the rights of Muslims under the Tsarist rule since 1552 and during the existence of the Soviet Union. The first part of the paper suggests that, although Muslims are minority in modern Russia today, Islam established itself as an official religion in the Volga-Urals region and Caucasus during the early years of Islam. It also shows that the historical relations between Muslims and tsarist Russia were not always in conflict. The second part of the paper, which is based on Russian archival sources, presents a brief description of Soviet and Saudi Arabian diplomatic relations. The third part of the paper discusses the status of Islam and Muslims in modern Russia since the collapse of the Soviet Union and suggests that the tragedy of 9/11 and the US-led “Global War on Terror,” as its consequence resulted in religious discrimination and an anti-Islamic mood throughout the country. In 2002, the RF adopted a new law entitled, “On Fighting Extremist Activity.” This led to the decline of religious freedom, which directly harmed relations between Saudi Arabia and Russia. Donations coming from the Kingdom of Saudi Arabia through various channels were blocked, Saudi-funded institutions were banned as a part of the prevention of “Wahhabi” influences (which had been banned in Russia since 2002), and books (both original copies and translations) published in Saudi Arabia were banned as well. At the same time, the two governments continued working together on fighting against extremism, educational and cultural programs, and the development of Islamic banking in Russia. The last part of the essay includes some policy recommendations and concluding remarks.
